Minutes of Meeting December 16, 2015

Wellfleet Town Hall Hearing Room

                                                                                                                      

Present: Peter Hall, Chair; Elaine McIlroy, Robert Jackson, Geraldine Ramer, Janet Reinhart

Chair Peter Hall called the meeting to order at 9:02 a.m.

Minutes

Janet Reinhart moved to approve the minutes of November 18, 2015.  Geraldine Ramer seconded, and the motion carried 5-0.

Finances

Mary Rogers reviewed the finances available for the projects.

Presentations by Applicants

Cape Village

Bob Jones of Cape Cod Village gave further information on progress for the facility for adults with autism.  He presented artists renditions of two duplex units that are planned.  He said that they are in the middle of their annual fund drive and are seeing an increase in donations.  They are in the permitting phase of the project with eight boards in Orleans.  They have submitted applications to additional towns.  It is the hope of Cape Cod Village that this project will serve as a model that will be replicated elsewhere on the Cape.  Mr. Jones reviewed the criteria for candidates to live in the Orleans facility.  He noted the other aspect of the project as a community resource with a commons building.  

Adams Masonic Lodge

Brian Flanagan and Austin Knight gave an update on progress at Adams Lodge.  They are now working on a second phase of the historic restoration project.  The walkway, flashing, roofing, restoration of an original window will be the final touches to the building.  They discussed contributions the Masons make to the town.  Austin Knight assured the committee that Kopelman & Paige had worked out the Historic Preservation Restriction for the Lodge.  Brian Flanagan commented upon the increased enrollment and support of the Lodge.  He reiterated the historical importance of Adams Lodge gave some of the major upkeep that had been done on the building. 

South Wellfleet Neighborhood Association & Social Union

Chuck Cole invited the committee to see what had been done.  He also presented a slide show of progress on the building.  Most of the historic restoration work is in place.  This year’s request is to get the building up to code so they can get their Certificate of Occupancy to get use of the building.  The SWNASU had a fund raiser last year, but they did not receive enough money to accomplish this.  A big expense in the last year has been accounting, he said.  Chuck Cole regretted the loss of Jim Hadley, the architect who had worked with the SWNASU.  He said he could give us a copy of the Historic Preservation Restriction.  He answered questions on fund raising and financial support.  A community kitchen is one of their intended sources of income. 

Wellfleet Historical Society/Museum

Dee Portnoy, Bill Carlson and Brad Williams of the Wellfleet Historical Society/Museum were present to discuss the restoration project for the Historical Museum.  Phase 1 is intended to remove the studio in front and a non-historic addition in the rear.  They have plans for a new entrance to the museum which will be historically correct.  Phase 2 will focus on exhibit spaces and handicap access. Phase 3 will add a meeting room for the lecture series and other uses.  Also they plan to negotiate with the Town for a staircase from the Town Hall parking lot up to the museum property.  Dee Portnoy discussed other grants they are seeking for the project.  She gave background on the volunteer help and support for the Society/Museum.  The full capital campaign will go into effect in spring, Ms. Portnoy said.   

Wellfleet Housing Authority

Elaine McIlroy explained the request for a shared Affordable Housing technical support consultant with the Town of Truro.  Wellfleet Administration supports the idea, she said.  Wellfleet needs to do a new Housing Need Assessment, which is something a consultant could do.  Elaine said there were many good potential candidates available for the job. 

Decisions

Janet Reinhart moved to approve all projects as presented.  Geraldine Ramer seconded.

Bob Jackson had concerns about fundraising for Adams Lodge and Pond Hill School.  Not everyone can be compared to Preservation Hall, Janet Reinhart said.  She said she supports the preservation of the historic buildings.  Peter Hall suggested that they could be offered part of their request with a matching challenge. 

The motion to approve all applications for the Town Meeting Warrant carried 5-0.

Next Meeting Agenda

The January 27, 2016 meeting will be to prepare letters to the applicants with CPC concerns that need to be addressed.
