MINUTES OF THE MEETING OF THE

WELLFLEET BOARD OF WATER COMMISSIONERS

WEDNESDAY, APRIL 17, 2019

6 PM

2ND FLOOR CONFERENCE ROOM, TOWN HALL

Present:  Curt Felix, Neil Gadwa, Jim Hood  

Department Secretary Rebekah Eldridge excused for medical reason

The Board opened the meeting at 6:30 when a quorum was reached.

Annual Town Meeting:  The Board confirmed the prior meeting’s vote to recommend Article 36 as amended to reflect the appropriation of $120,000 for consultant services to assist with review of water system operations and the financial model, and to work toward issuance of a Watershed Permit by the DEP to begin implementation of the required 208 plan. 

With respect to Article 42 regarding the leasing of a portion of the Lawrence Road property for development of community/affordable housing, the Board voted unanimously to support the Article with the understanding that Chair, Hood would advise residents in attendance at the meeting of the potential that DEP may require replacement of the Coles Neck water main in order to bring the redundant water source into compliance with DEP regulation that requires the redundant water source quality and capacity be adequate for system needs in the event that the primary water source (the Boy Scout Camp wells and distribution system) is unavailable.

65 Cahoon Hollow Road: The Board voted unanimously to assign the cost of the proposed installation of a new curb stop to the owner of the property.  The cost of the installation, $3900 involves WB Our drilling under the road to connect to the main that is on the opposite side of Cahoon Hollow Road.  The owner is also responsible for the standard connection fee of $6000. 

Ryder Court Road: Discussion deferred to upcoming meeting when property owner is available.  In the meantime Chair, Hood will investigate liability and warranty requirements for the installer. 

Water Service to Cumberland Farms:  Installation begun on April 16.  Bay Sales Marine has requested the 12” main be extended to their property with the understanding they will be responsible for the additional cost which is projected to be just under $10,000.  Town Administrator Dan Hoort has approved the proposal of Coastal Engineering to upgrade the plan , and the plan has been submitted to DOT for approval.  Cost of engineering services is $600 to be paid for from the Water Enterprise Fund. 

Coles Neck Wells:  According to a communication from Roy Maher from Whitewater, the pump for Well # 1 failed and must be replaced.  Maher is seeking a price for replacement of the pump as well as a upgrade to the software for the control system for Well #3 .  Hood will discuss with Maher whether the pump replacement can be deferred since both Wells # 2 and 3 are still available.

Approval of Minutes: The minutes for the meeting of April 3, 2019 were unanimously approved.
