Present:  Justina Carlson, Chair; Neil Gadwa, James Hood, Catherie Nass, Lori Vanderschmidt; Coordinator Michaela Miteva

Guest: Richard Wulsin

Chair Justina Carlson called the meeting to order at 7:05 p.m.

Non Abutters Connection Request

Richard Wulsin of 25 Masonic Lane was present to discuss the possibility of getting water on Masonic Lane.  WhiteWater representative Roy Mayer presented a plan1 that demonstrated how the water main could be placed.  Mr. Wulsin explained his current well set-up.  Neil Gadwa will visit the location to check on the well.  Mr. Wulsin had received estimates from contractors for the cost of laying the line.  The Board discussed the fees for the non-abutter connection or Masonic Lane.  Mr. Wulsin will also investigate an easement to his property as an alternative route.  Mr. Wulsin will return when he has further information.   

Water Operations Report

Roy Maher presented the WhiteWater Operations report of October 21, 2014.2 He included information on: a new curb stop; new connections; lead and copper sampling; a rusty water complaint; an upcoming meter reading; the new hire at WhiteWater; timesheets; and the pumping and usage reports for July and August. 

BWC Office Report

Michaela Miteva explained the BWC report of October 21, 2014. 3   She included information regarding: an overpay; current financials; continued interest from Indian Neck and other non-abutters; alternative water systems; and the November meeting schedule.

BWC Staffing Update

Justina Carlson said that Harry Terkanian had agreed to hire a clerk on a temporary basis.  She will approach Mr. Terkanian about posting and advertisement for the position.  The Water Commissioners also suggested that Miteva attend a meeting once a month and submit only one monthly report until there is more support staff hired.  Billing is still behind schedule because of the staffing issues. 

Michaela Miteva discussed WhiteWater additional billing that she says should be refunded.  There was an e-mail exchange with Russ Tierney of WhiteWater4 regarding the charges for bottle prep time.  Justina Carlson and Jim Hood will review the WhiteWater contract. 

FY16 Budget and Master Plan

Jim Hood distributed a draft Fiscal Year 2016 Budget and Capital Improvement Plan (CIP) projections.5   He reviewed the Operating Budget line items with the Board and explained that a Master Plan was included in the Capital Improvement Plan. The Town Accountant had suggested carrying an item in the Capital Improvement Plan that will sustain the system until a time that it might pay for itself.  Alternately, a Town Meeting Warrant Article needs to be presented to cover the Municipal Water System costs.    Michaela Miteva distributed a projected revenue worksheet for Fiscal Year 16. 6   Board members discussed the amount of the CIP request and what a new Master Plan should entail.  Any use of graduate students could supplement a professionally prepared Master Plan. 

Jim Hood moved to approve the draft Budget with the changes discussed at the meeting, Lori Vanderschmidt seconded, and the motion carried 5-0. 

Minutes of 10/7/14

Carlson moved to approve the minutes of October 7, 2014.  Nass seconded, and the motion carried 5-0.
