Wellfleet Board of Water Commissioners

Commissioners Present:  Chair Justina Carlson, Neil Gadwa, James Hood,

Chair Carlson called the meeting to order at 6:06 PM.

Water Tower Repair Bid Specification Proposal

The Board discussed the specifications produced by Environmental Partners Group (EPG) for repair of the water storage tank.  Revisions were made and the final draft is expected to be received shortly.  The General Contract was submitted to the State Publications and Regulations and will be published on 7-13-16.  The proposals will be opened on 7-27-16, and they will be reviewed by Paul Millett of EPG.

Gadwa voiced his concern that sandblasting was not specified as the method of choice for preparing the seams prior to painting.  The Board requested that Manager Miteva discuss this with Paul Millett.

Wellfleet Community Forum/ Public Outreach

Chair Carlson described the talking points she drafted with Miteva for the Wellfleet Community Forum in August.  These included explaining the history of the WMWS, an explanation of the 2016 Warrant Articles related to the WMWS, and an update on the proposed Briar Lane Extension.  She suggested using some slides from existing PowerPoint presentations. 

Hood pointed out that the Forum is an opportunity to get feedback from the community, so a presentation should be brief and allow plenty of time for discussion.  He suggested providing a comparison between the actual financial model of Phase I and A hypothetical Phase I using betterments and a general tax levy.

Gadwa suggested bringing to the Forum event a map of the existing system.

Hood asked resident Gail Ferguson her opinion of the plans that had been discussed.  She cautioned the Board that it should keep in mind that any further expansion will not have the same catalyst as the past expansions, and that Outer Cape Health Service’s well test results will most likely drive the conversation.

Water Connection: Homeowner Financing Options

Felix was not present to update the Board on this topic.
