Wellfleet Board of Water Commissioners

Town Hall Conference Room

Commissioners Present:  Justina Carlson, Chair, Neil Gadwa, James Hood

Chair Carlson called the meeting to order at 6:00 PM.

Town Meeting Warrant Articles: Communication Points

Chair Carlson presented the slides that will be part of the 2016 Warrant presentation at Annual Town Meeting.  She has been called on to speak to the articles that relate to the Wellfleet Municipal Water System.  The Board discussed the slides as presented.  Hood did not participate in this discussion.

Status of Tower Painting & Repair

Manager Miteva had provided a quote from a firm that does water storage tank.  Gadwa questioned why the Board would choose to wash the tank before mitigating the rust.  He explained that in his professional opinion the seams need to be sand blasted, sealed and repainted before washing should take place.  Gadwa disagreed with the method of tool grinding and sanding as described in the quote, because it is not as effective as sandblasting.  Gadwa agreed to follow up with Miteva for clarification. 

Hood suggested that the DPW weigh in on recommendations for the best method of corrosion mitigation. 

Chair Carlson will contact Town Administrator Terkanian for his opinion on contacting The DPW Director for advice.

Briar Lane/Outer Cape Health Services (OCHS) Expansion Discussion

Hood informed the Board that OCHS is still working on a plan to get a water test at a new well site on its Wellfleet property. 

Public Outreach

Gadwa brought up the summary of data that was collected from the recent survey sent out to the abutters to Briar Lane regarding the potential expansion down Briar Lane to OCHS.  He pointed out that about 50% of the surveys were returned, and of those only about 50% responded positively to connecting to the WMWS.  In his opinion that is not overwhelming support for expansion down Briar Lane.

Master Plan Discussion

Tabled until the next BWC meeting.

BWC Member Recruitment

One more application has been received and has been passed to the Board of Selectmen.

Chair Carlson moved to approve the 4/5/16 BWC minutes as presented; Hood seconded; the motion passed 3-0.
