Chair Carlson called the meeting to order at 6:03 PM.
Manager’s Report
Having read the Manager’s Report, the Board requested an update on the status of the RFP for a contractor who will repaint the water storage tank.
Annual Report
The Board reviewed and revised the draft of the 2015 Annual Report. A vote will be taken when the changes have been made.
Water Tower Painting – no update available
OCHS – WMWS Expansion Funding/Financial Modeling
The Board explored options for revising the current financial model. Hood will contact the USDA and ask about available funding. Nass will compile the notes from the work session and have them ready for the next meeting.
Master Plan Discussion
Chair Carlson suggested drafting a timeline to help structure the work required to update the WMWS Master Plan. Nass agreed to draft such a timeline. Hood suggested that the Board consult with Eastham regarding the development of their financial model.
BWC Charge/WMWS Clerk & Manager Job Descriptions Discussion
Revisions to the WMWS staff job descriptions have been made as suggested by Hood at the previous meeting. It was suggested that a six-month evaluation be done with the staff.
Hood recommended that the Board reexamine the role of the BWC in light of the fact that the staffing is in place, and portions of the charge of the BWC as it is stated in the Town Charter are not being addressed. He stated that the Board should leave daily operations to the staff, and should check itself when generating agenda items to be sure that they adhere to the charge of the Board.
2016 Meeting Schedule Draft
The Board accepted the draft as presented.

Hood moved to approve the 11/17/15 BWC minutes as presented; Chair Carlson seconded; the motion passed 5-0.
