Commissioners Present:  Justina Carlson, Chair, Neil Gadwa, James Hood, Catharie Nass, Lori Vanderschmidt

Chair Carlson called the meeting to order at 7:05 PM.

Discussion on Public Hearing Re: Freezing Discount Percentages on DPAs

Executive Assistant Michaela Miteva reminded the Board that in order to freeze the percentages indefinitely there has to be a public hearing.  Chair Carlson made a motion to hold a public hearing on freezing DPA discount percentages, Commissioner Hood seconded the motion, and it carried 5-0.

Non Abutters Connection Request:

  • 25 Masonic LaneMiteva provided the Board with background information and a recommendation from TA Terkanian regarding the potential connection at 25 Masonic Lane.  Commissioner Gadwa brought a curb stop and pipe samples to help explain the proposal.  Property owner Wulsin expressed concern over the impact of putting a t-valve on a curb stop meant for one Single Family Residence (SFR).  Gadwa explained how to properly layout and pipe the property.  Although the home owner will be responsible for installation, the town will own the line and the curb stops.  Obtaining easements would be the property owner’s responsibility and would have to be done before work begins on the project.  Mr. Wulsin would be charged for one connection to his current residence, and if the property at 30 Masonic Lane becomes buildable then another connection fee would be assessed.  Wulsin understands that at this point he needs to decide whether to move forward with the offer that has been presented.  Miteva will provide him with the template used for easements in the past.

Financial Models / Master Planning

The Board recapped the joint meeting with the Finance Committee on May 27, 2015.  Next steps were discussed.  Carlson recommended determining the scope of the Master Plan before a financial model is designed.  She also recommended inviting Selectman Murphy to a BWC meeting in order to get his perspective after the Board has generated some ideas of its own.

Survey of State Water Systems (Case Studies)

Nass shared her progress with the research she is doing into Small Water System management.

USDA Update

Miteva informed the Board that Roy Maher of WhiteWater, Inc. has come up with a list of Phase II needs.  She forwarded this list to Paul Millett of EPG, and is waiting to hear back.

Tufts Project

The Tufts Graduate Student has been invited to visit Wellfleet to help her determine what the scope of her project should be.  Miteva suggested that the student provide the BWC with a proposal of what she can offer to help the Board move forward on the Master Plan update.  Commissioner Nass suggested that student take a tour of parts of the water system in order to help generate some project ideas. 

Minutes of 5/19/15

Chair Carlson made the motion to approve the 5/19/15 BWC minutes.  The motion was seconded by Hood, and it carried 5-0. 

Correspondence

The BWC received an update from Paul Millett of Environmental Partners Group (EPG) regarding the painting of the water tower.  The issue is in the hands of TA Terkanian and Town Counsel.

The next meeting will take place on Tuesday, June 16, 2015 at 7:00 PM at the Wellfleet Town Hall in the 2nd floor Conference Room.
