Commissioners Present:  Justina Carlson, Chair, Neil Gadwa, James Hood, Catharie Nass

Absent: Lori Vanderschmidt

Others Present: Michaela Miteva

Chair Justina Carlson called the meeting to order at 7:04 PM.

Water Tower Inspection and Paint Update

Miteva reminded the Board that the bids for the tank inspection were only good for thirty days and have expired.  The BWC needs to get updated bids in order to proceed.  The DEP requires that this project be concluded by the end of this calendar year.

Action: Miteva will request updated inspection bids and report back to the Board.

Miteva stated that she has been in contact with Paul Millett of EPG.  They discussed that the problem is not the paint job, but the preparation for the paint job.  This is a manufacturing problem.  She supplied the Town Counsel with information concerning the condition of the tank, and is waiting for the project engineer to give a formal recommendation. 

Action: Miteva will follow up with Paul Millett and Town Counsel.

Non Abutters Connection Request:

  • 25 Masonic LaneThe Board agreed that having a t-valve at the curb stop would be a good solution.  However, the Board has not yet received the requested information from WhiteWater that will help ease the concerns of the property owners.

Action: Secretary Spencer will request a formal recommendation with supporting data from WhiteWater.

  • 30 Higgins WayThe owners have signed the DPA.  WhiteWater has recommended treating the line like a 2” main and putting a t-valve to allow for a connection for the abutters at 50 Higgins.  This, however, was never broached with the owners of 30 Higgins Lane/125 Main St.

Action: Hood will contact the property owners to discuss the possibility of the abutters connecting into the WMWS by sharing a 2” line from a curb stop on Main St and a t-valve near the 30 Higgins Lane property line.

Financial Models for the WMWS Presentation Prep

The BWC discussed the proposed presentation and made revisions.

Action: Miteva will update the presentation.  Chair Carlson will notify the Finance Committee Chair that the BWC has prepared a presentation meant to facilitate forward movement on designing a viable financial model

Survey of State Water Systems (Case Studies)

Nass provided the Board with a summary of notes taken during webinars presented by the UNC Environmental Finance Center, Chapel Hill, NC.  The topics were Developing a Capital Plan for a Water System, and Smart Management for Small Water Systems. 

USDA Update

Own Treasurer Diane Midura is updating the USDA account.  Once the account is updated the BWC will have $18K to spend on Phase II equipment, i.e. meters.  The BWC is waiting for a list of equipment needs from Roy Maher of WhiteWater.

Action: Miteva will follow up with Treasurer Midura.  Secretary Spencer will follow up with Roy Maher.

Tufts Project / Master Planning

Chair Carlson will update TA Terkanian on the material from Tufts regarding the employment of a graduate student in assisting with the preparation of the WMWS Master Plan update.  The project needs to be narrowed to fit the time constraints and the interests of the graduate student.

Staffing Update

On May 13th, the Personnel Board met and approved the amended Executive Assistant and the WMWS Clerk/BWC Secretary job descriptions.

Minutes of 5/5/15

Chair Carlson made the motion to approve the 5/5/15 BWC minutes.  The motion was seconded by Hood, and it carried 3-0-1.

There was nothing to report.

Next Meeting:

The next meeting will take place on Wednesday, May 27, 2015 at 7:00 PM at Wellfleet Fire Station Training Room, as a joint meeting with the Finance Committee.

The meeting was adjourned by consensus at 8:50 PM.
