Commissioners Present:  Justina Carlson, Chair, James Hood, Catharie Nass, Lori Vanderschmidt

Chair Justina Carlson called the meeting to order at 7:03 PM.

Water Operator Report

Roy Maher provided the May 5th WhiteWater report on the General Operations of the WMWS including pumping and water usage for February and March of 2015. 

Water Tower Inspection and Paint Update

The BWC is still waiting to hear from Utility Services and Underwater Solutions as to how comprehensive their paint inspections will be.

Non Abutters Connection Request:

  • 25 Masonic LaneRoy Maher of WhiteWater provided a diagram and description of the curb stop on Main St.  The abutters, Judith & Edward Goldman at 257 Main St., are amenable to sharing use of the curb stop to help provide water to 25 Masonic Lane. After discussion, Chair Carlson made the motion to use the curb stop adjacent to 257 Main St., attach a t-valve and a connection for a 2” pipe, and place a meter pit next to the curb stop.  Commissioner Nass seconded, and the motion carried 4-0.  Subsequently, Commissioner Hood made the motion to offer the Phase I 50% discounted price for a SFR, with the understanding that if the owner’s second property, the vacant lot at 30 Masonic Lane, requires a connection, the same discount will be offered, however the owner is responsible for laying the pipe from the curb stop to the house.  Chair Carlson seconded the motion, and it carried 4-0.
  • 30 Higgins WayThe family of Helen Purcell contacted the BWC inquiring about connecting to the system.  They will be offered the 50% Phase I discount.  The non-abutting neighbors, Seth & Ellen Rolbein at 50 Higgins Lane, are looking into getting connected and may need to tap into the Purcell line.

Financial Models for the WMWS / Staffing Update

The BWC has been invited to the Finance Committee meeting on May 27th and has agreed to attend

Survey of State Water Systems (Case Studies)

Commissioner Nass reported that she has been studying financing for small municipal water systems.

USDA Update

Roy Maher will make a list of needs that fall into Phase II and can be funded by the balance of the remainder of the USDA grant funding, $18,000.  This money is restricted to Phase II equipment and costs.

Tufts Project / Master Planning

Chair Carlson will present Commissioner Vanderschmidt’s findings to TA Terkanian.

Other Business

  • Commissioner Hood requested that a discussion of fluoride will come up in future concerns
  • Mayo Creek Restoration – John Reihl presented the project and the concerns of Harborside Village, the trailer park on Kendrick Ave. whose water system may be impacted by flooding.  The Restoration Project plans run a test in June.  The suggestion was made to have an independent lab do the sampling.  The BWC will provide a cost analysis of options for the Select Board, who will ultimately have to decide whether the Town wishes to accept liability in the case that the Harborside Village water system is impacted by the restoration project.

Action: The Commissioner Hood will represent the BWC at the Mayo Creek Restoration Project meeting on May 14th at 7:00 PM.

Minutes of 4/21/15

Commissioner Hood made the motion to approve the 4/21/15 BWC minutes.  The motion was seconded by Chair Carlson, and it carried 4-0.

Next Meeting:

The next meeting will take place on Tuesday, May 19, 2015 at 7:00 p.m. at Wellfleet Town Hall, in the Conference Room, 2nd floor.
