Chair Justina Carlson called the meeting to order at 7:03PM.

WhiteWater, Inc. – Contract Extension

Commissioner Hood made the motion to follow TA Terkanian’s recommendation to renew the WhiteWater contract for two additional years effective from August 1, 2015 through July 31, 2017.  Commissioner Gadwa seconded the motion, and it carried 5-0. 

Water Tower Inspection and Paint - update

Three bids for inspection were received and WhiteWater recommends the least expensive of the options.  TA Terkanian agrees with this recommendation.  The BWC would like to find out more information from Russ Tierney about the three bids in order to better compare them and choose.  Photo documentation during the inspection process would be expected.  

Action:

Commissioner Gadwa agreed to contact Russ Tierney regarding the inspection estimates.

Commissioner Hood will gather more information regarding the warranty. 

Non Abutters Connection Request:

25 Masonic Lane

Mr. Richard Wulsin of 25 Masonic Lane came to speak about his non-abutter connection request.  He is proposing to put in his own 2” line.  Commissioner Gadwa had visited the property and recalled that the intention was to use a curb stop across Main St from the hydrant at Harding Lane, “mole” under Main St., and then trench up Masonic Lane to #25.  To mole is to bore a horizontal hole for piping that does not require cutting asphalt or trenching.  Otherwise, making the connection would require excavating Main St. at considerably greater expense.  Mr. Wilson pointed out that he has deeded rights to the lane and has rights to putting utilities on the lane, so getting easements should not be necessary.  Chair Carlson asked Mr. Wilson to provide the BWC a letter stating this.  The BWC is waiting for an estimate to mole a connection from the hydrant to a curb stop at the end of Masonic Lane.  Mr. Wilson requested to be notified when that information is received by the BWC.

30 Higgins Way

Commissioner Hood spoke with the owner’s family about the Board’s decision to consider Helen Purcell’s two adjacent properties (30 Higgins Way and 125 Main St) as abutting the WMWS, and said that the issue is now in their hands.

Master Planning – continued

The BWC discussed project options for the graduate student from the Tufts Engineering Department.  Many suggestions centered on her coming up with innovative solutions to the town’s disparate neighborhoods and water conditions.  The Indian Neck area was discussed as a potential demonstration project.  The BWC agreed that it would be helpful if the student came to visit in order to participate in the project planning.

Action: Commissioner Nass said she would call Tufts to see if the graduate student can come down to one of the BWC meetings in the near future. 

Staffing Needs

TA Terkanian will bringing Coordinator Miteva’s role in the WMWS to the Personnel Board on 4/8/15 in order to formalize it.

Other Business

6 Commercial St – Commissioner Gadwa will looking into the water testing at the DPW.

Minutes of 3/17/15 and 3/20/15

Commissioner Hood made the motion to approve the amended BWC 3/17/15 minutes.  The motion was seconded by Chair Carlson, and it carried 5-0.  Commissioner Hood made the motion to approve the BWC 3/20/15 minutes.  The motion was seconded by Chair Carlson, and it carried 5-0.

Next Meeting:

The next meeting will take place on April 21, 2015 at 7:00 p.m. at Wellfleet Town Hall, in the Conference Room, 2nd floor.
