Present:  Justina Carlson, Chair; William Carlson, Neil Gadwa, James Hood, Lori Vanderschmidt

Also Attending:  Russ Tierney and Roy Maher of WhiteWater

 

 

Chair Justina Carlson called the meeting to order at 7:01 p.m. 

 

WhiteWater Operations Report

Roy Maher gave his June 3, 2014 report1 which include information on the storage tank; the dioxane 1,4 report (none present); new connections; backflow devices; and pumping and usage statistics for March and April.  He answered questions from the Board on communications. 

 

Consumer Confidence Report

WhiteWater had prepared a draft 2013 Consumer Confidence Report (CCR) 2 for the Board to review.  Michaela Miteva said she had added information to the CCR: no fluoride treatment, and no dioxane 1,4.  Miteva had also prepared a fact sheet about the Municipal Water Quality. 3   The Board discussed mailing the information sheet to abutters.  Michaela Miteva will mail extra CCRs to abutters who have not yet connected to the system. 

 

Expansion Update

BWC Coordinator Michaela Miteva said that the expansion was basically completed.  There is still some clean-up that needs to be done, however.   Russell Tierney said that he had examined the expansion area and had a positive view of the work.

 

Connection for Non-Abutters

Michaela Miteva distributed a request to connect from a non-abutter on Circuit Ave.  The Board said to notify the homeowner with a list of requirements that would need to be met in order to connect. 

 

Justina Carlson moved to approve connection for 24 Circuit Ave., contingent upon meeting the requirements specified.  Bill Carlson seconded, and the motion carried 5-0. 

 

FEMA Flood Zone Maps

Michaela Miteva reported on the NEWWA Sea Level Rise Workshop she had attended in May.  She included worksheets and maps of the worst case flooding scenarios. 4   Miteva said that FEMA recommended having an emergency action plan in place. 

 

 

BWC Office Report

Before proceeding with the revised WhiteWater CCR, Bill Carlson will proofread the draft with the additional pieces by Michaela Miteva.

 

Justina Carlson moved to approve the CCR pending any changes.  Gadwa seconded, and the motion carried 4-0.

 

Coordinator Michaela Miteva presented the June 3 2014 Office Report.5   She reviewed expenditures and revenues, listed new applications, and recommended removal of an irresponsible sticker on the State Highway light.   

 

Staffing Needs

Michaela Miteva announced that she had accepted the position of Administrative Assistant to the Wellfleet Town Administrator.  She will continue to cover work for the Water System until the BWC coordinator’s position is solidified by the Personnel Board and a new person is hired.   The Board discussed administrative functions for a new coordinator and the role of the Board of Water Commissioners.  Representatives of the Board will meet with Town Administrator Harry Terkanian to discuss staff needs with him. 

 

Minutes

Justina Carlson moved to approve the minutes of May 20, 2014.  Hood seconded, and the motion carried 5-0.
