 Minutes of Meeting of August 10, 2016

Senior Center, Duck Pond Room, 7:00 p.m.

Present:  Ken Granlund Jr., Chair; Moe Barocas, John Cumbler, Janet Drohan, Gary Locke, and Mary Rogers, Committee Secretary

Chair Ken Granlund called the meeting to order at 7:00 p.m.  The meeting was tape-recorded.

Farm Animal Permits

Elizabeth Paine of 55 Pleasant Point Rd. (Map 29, Parcel 388) had applied for a Farm Animal Permit for up to 20 chickens and one pet pig.  She explained how she rotates the chickens for slaughter and the accommodations for her pet pig.  She said the pig manure is composted for gardening.  Hillary Greenberg said that a water test is required before the permit is issued. 

Janet Drohan moved to approve the application for Elizabeth Paine for up to 20 chickens (no roosters) and one pig at 55 Pleasant Point Rd.  Gary Locke seconded.  The motion carried 5-0.

Elspeth Hay of 110 Herring River Rd. (Map 8, Parcel 191) who had applied for a Farm Animal Permit for up to 6 chickens did not appear, so her request will be considered at another meeting.

Variance

Nathan Ketchel of Garcia-Galuska-Desousa Counsulting Engineers, Inc. explained the plans for the site and building for  the Wellfleet Police Station, 36 Gross Hill Rd. (Map 13, Parcel 16).  He requested two septic variances for a design based on office use and its operations for the two levels of the building.  The first variance is for the depth of the system, and the second variance is for relief for the sideline setback. 

The two variances consist of the following:

  1. Variance to 310 CMR 15.221(7) which requires “The top of all system components, including septic tank, distribution box, pump chamber, dosing chamber and soil absorption system, shall be installed no more than 36” below finish grade.”
  2. Variance to CMR 15.211(7) which requires “All systems must conform to the minimum setback distances for septic tanks, holding tanks, pump chambers, treatment units and soil absorption systems including the reserve area, measured in feet.

Gary Locke moved to approve the Garcia-Galuska-Desousa Counsulting Engineers, Inc plan dated August 3, 2016 and grant the two (2) septic variances as requested in the letter of August 3, 2016 for the upgrade of a septic system to serve Wellfleet Police Station subject to the following conditions:

  1. Design flow is to be limited to 799 GPD, to serve 10655 square ft. office space
  2. There is to be no conversion of use without Board of Health review
  3. Any restriction in design flow and all conditions shall be recorded against the deed for the property at the Registry in Barnstable, and proof of conditions deed recorded shall be submitted to the Health Department prior to the issuance of the Disposal Works Permit.

 John Cumbler seconded, and the motion carried 5-0.

While Mr. Ketchel was here, he explained another variance request he will be submitting for the temporary Police trailers for ten to twelve-month period.  The request will be for a tight tank based on office use.  Pumping will be done on a weekly basis.  Gary Locke asked about trenching as another possibility.  The Health Agent will work with the engineer on the best solution for the temporary septic system. 

Gary Locke moved to give Hillary authorization to plan the most appropriate the system with Garcia-Galuska-Desousa Counsulting Engineers, Inc.  Moe Barocas seconded and the motion carried 5-0. 

Licenses

The Board approved and signed licenses.

Correspondence

Hillary Greenberg-Lemos reviewed letters in the correspondence file.  The Board discussed a water run-off issue raised in one of the letters and the number of farm animals involved.  This will be an agenda item at the next Board of Health meeting.

Moe Barocas moved to approve the minutes of July 13, 2016.  John Cumbler seconded, and the motion carried 5-0.Locke
