Wellfleet Taxation Aid Committee
Minutes of Meeting Wednesday, November 29, 2017 at Town Hall
Called to order: 10:08 AM in upstairs Conference Room by Mr. Smith.
Attended: Manuel Smith, Chair / Dawn Rickman, Co-Chair / Rosemary Moriarty, Treasurer Diane Galvin, Board of Assessors Chair
Excused: Susan Messina, Secretary
Minutes of Meeting: Motion by Ms. Moriarty to accept minutes of Nov 15, 2017, seconded by Mr. Smith, approved 4-0. Secretary will email copy to Assistant Town Clerk for website.
Financial Report: Ms. Moriarty reported that $519.06 was received during November. Balance in the Fund is $60,324.64, not including deduction of $1,849 in recent awards. Ms. Moriarty also reported that she spoke with Matt Varnum from Cooperative Bank of Cape Cod and was given a CD rate of 1.4%. Motion made by Ms. Rickman, seconded by Ms. Galvin, to have Ms. Moriarty invest up to $50,000 in a CD, approved 4-0. The Committee will look into future investments at the spring meeting.
Applications: Final two applications for the FY2018 spring tax bill were reviewed today.
#18-7: Reviewed again. Ms. Moriarty reported that the applicant sent an email apologetic for giving the committee wrong information. After careful consideration, the Committee decided to deny the application “due to lack of essential information on this application”. Motion to deny was made by Ms. Rickman, seconded by Ms. Galvin, passed 4-0. A letter will be sent to the applicant by the Secretary regarding the denial, with notation that this does not preclude any future applications.
#18-13: Ms. Moriarty presented another application dated November 28, 2017, which was submitted after the deadline. Upon discussion, the Committee decided to deny the application “due to filing after the deadline”. Motion to deny by Ms. Rickman, seconded by Ms. Moriarty, passed 4-0.
Application Form FY2019: Application Cover Letter for FY2019 will note that, “Once the 2017 income tax filing is complete, the Taxation Aid Application can be submitted until July 16, 2018.” By email to the Committee, Ms. Messina suggested a change on the Application form on Page 5 #3 regarding “Dependents” to “People Living in Household including applicant: adult__ children__.” Committee decided to leave the wording the same, but add the following in brackets “(Adults contributing to household expenses Y/N__? If yes, enter $ on page 6 under Other Income)”. Motion by Mr. Smith, seconded by Ms. Galvin, passed 4-0.
