Parking Task Force II

AGENDA

The Wellfleet Parking Task Force II (PTF II) will hold a public meeting on WednesdayOctober 2 at 5:00 PM at the Wellfleet Senior Center, 715 Old King's Highway.  Anyone desiring to record the meeting may do so only after notifying the Chair and may not interfere with the conduct of the Meeting. It is anticipated that the meeting will be video recorded and subsequently posted on the Town Website

  1. Announcements & Public Comment: Note: Public comments must be brief. The Board will not deliberate or vote on any matter raised solely during Announcements & Public Comment.

Findings to date:

  1. There are several/numerous days in the summer when parking demand exceeds available space at most/all ocean beach parking areas. Some lots have more demand than others. July 4th weekend is heaviest. The goals of parking availability should be excess demand - cannot satisfy peak demand.
  2. Parking scarcity would be helped if a new large municipal parking area was available, but there is no feasible, convenient area at present. A remote parking area would probably require shuttles.
  3. Ocean-side coastal erosion will continue to eliminate parking spaces
  4. We supported the Beach Administration's to change payment methods at White Cress for daily parking which lead to different procedures.
  5.  The space leased to the Beachcomber has worked well and should be continued.
  6. The shuttle service provided by Beachcomber between CH and WC works well.
  7. The enhanced police controls for drop-off at CH & OVD are effective for safety and traffic control. They should not be relaxed.
  8. Data has been collected about bus and taxi drop-offs.  (In July 2019, there were 84 commercial (for hire) vehicles which delivered over 2,900 people to Wellfleet ocean beaches (Cahoon Hollow)
  9.  Bus parking is a challenge - parking at various locations, sometimes along the roadways
  10. Bus companies are willing work with Town on delivery/pickup schedules and reserved parking for busses. For a fee!
  11.   Bus procedures have been developed so Town knows they are coming and when. A drop-off fee should be collected - need to decide basis for the fee   
  12. We recommend information regarding ocean beach parking status should be made available to the public - likely by Town website postings or a cell phone "ap".
  13. Parking regulations need to be enforced, especially at sites other than beaches. Parking regulations are in the General Bylaws, Marina Regulations and the Zoning Bylaws.
  14. Beach overflow parking is taking up other parking areas, i.e. the Pier, the Central District, the South Wellfleet center, the bike trail lot, and private lots. (Have we had comments?)
  15.  The parking at the Marina is being used by far more than just fishermen, boaters and others using it for local needs. It is reported that Uber and Taxis are being used to get to Ocean Beaches. Parking at the Marina should be for area needs. Try to avoid Uber pick ups?
  16. We have had many comments from the public that have suggested that if paid parking in the downtown district is instituted, taxpayers should be exempted.
  17. Bayside and Pond parking are not being studied because of their limited capacities and concern for sensitive resources, 
  18. Beach Admin is considering moving sticker office in 2020 to temporary Police Station site on Lawrence Road. Will free up Marina parking. PTF supports
  19. Town-owned parking area behind 15 Kendrick Ave not overly used. - public not aware?
  20. Conclusions and recommendations from surveys and observations??
