Minutes of Meeting September 25, 2019

Chair Gary Sorkin called the meeting to order at 9:04 a.m. 

Minutes
Janis Plaue moved to approve the minutes of April 24, 2019.  Rhonda Fowler seconded, and the motion carried 5-0. 

State Finances
The Committee discussed the projections for more money from the state.  There will be a one-time bonus distribution this November after the state’s consolidated net surplus is determined.  Beginning next year there should be increases in the state matches due to increased share of Registry of Deeds fees set aside for the Community Preservation Trust Fund.    

Annual Budget Formula
Using Coalition information, the Committee reviewed the annual percentages and formula.  They discussed future use of bonding for big projects.  Gary Sorkin and Mary Rogers will meet with the new Town Accountant to work on next year’s allocations. 

DOR Reporting
Mary Rogers said that she had completed the CP-3 Reports for the Department of Revenue, and Town Administrator Dan Hoort had done the CP-1 and CP-2 Reports since there was no Town Accountant during the summer months. 

Anticipated Applications
Deadline for submission of new applications is October 15, 2019, but two application for Community Housing have already been submitted.  The Wellfleet Historical Society and Museum intends to submit a request for Phase 2 of the museum restoration.  The Congregational Church might come to discuss a proposal with CPC.  The Cemetery Commission plans to submit a Phase 4 request.   Rhonda Fowler spoke about the importance of projects that impact the entire community in a positive fashion.  A community center would be a good example of this, she said.  The Committee discussed the possibility of a community center. 

Project Updates
The Historical Society, the Cemetery Commission and the South Wellfleet Neighborhood Association had provided progress reports.  The CPC Coordinator presented a list of ongoing and unfinished projects with their financial balances.  Rhonda Fowler discussed inclusion of Wellfleet applicants in the Eastham Village Green housing units.  Gary Sorkin said he would get further information on the process of selection.  Mary Rogers will contact the developer to find out how many Wellfleet applicants applied and how many people from Wellfleet received units, and how many people from the Outer Cape applied and got units. 

Mail
The mail included the Lower Cape Housing Institute brochures and an e-vite to Pond Hill School.

Next Meeting
The next meeting will be held on October 23, 2019 at 9 a.m.  Agenda will include the first review of the new applications, discussion of possibilities for a community center, and the selection for Eastham Village Green Housing.
