Minutes of Meeting December 12, 2018

Chair Gary Sorkin called the meeting to order at 9:00 a.m. 

Minutes

Michael Fisher moved to approve the minutes of November 14, 2018.  Elaine McIlroy seconded, and the motion carried 9-0. 

Needs Hearing Rescheduled

The Annual Needs assessment has been rescheduled to January 22, 2019.

Village at Nauset Green Groundbreaking

The Campbell-Purcell property in Eastham, now known as the Village at Nauset Green held their groundbreaking on Friday, December 7, 2018.  Vice-chair Jan Plaue, representing the Wellfleet CPC, was one of the speakers and shovel wielders at the event.  Elaine McIlroy, Geraldine Ramer and Mary Rogers also attended.

Shade Pavilion Revised Application from Recreation

Recreation Director Becky Rosenberg and Assistant Recreation Director Angel Robinson presented the revised plan for a shade pavilion at the Mayo Beach Field.  They had estimates two bids for pavilions and one for an awning.  They checked with the Conservation Commission about allowing a permanent structure on Sonotubes. They will file with ConsCom and the Building Inspector once the decision for a pavilion is decided. Rhonda Fowler reviewed the uses of the pavilion by the public.  Discussion followed on the principal uses, health benefits, a fundraising opportunity, suggestions for plaques on the pavilion posts or memorial bricks, storm resistance, no local bids, and possible funding from the Town.  The request CPC discussed offering $60,345 or the original request of $54,000 with a contribution from the Town. 

Elaine McIlroy moved to approve $54,000 for the permanent pavilion contingent upon ConsCom and building permitting.  Michael Fisher seconded. The motion carried 9-0.

Historical Plan 2019 Revised Application

Historical Commissioner Tom Siggia said two things were added to the application: more Form B’s and a summer hire.  The workshop request was continued.  The total request is now $30,000. 

Michael Fisher moved to approve $30,000 for Application #19-02.  Jan Plaue seconded, and the motion carried 9-0.

Recreational Shellfishing Nursery Revised Application

Tom Siggia, on behalf of the Shellfish Constable, explained the revised application for Recreational Shellfishing.  The new application reflects a capital investment in a safe location to nurture shellfish for recreational use.  This included the racks, re-bars, grow bags and Chinese hats needed for growing.  The second part included more quahogs and a summer position. The request now is for $42,850.  The Coordinator will check with the Community Preservation Coalition about what part is allowed.  Tom Siggia said that $36,850 is the bottom line for the project.  The Town will be funding the other costs.   

Jan Plaue moved to approve $36,850 for the recreational shellfish nursery.   Rhonda Fowler seconded, and the motion carried 9-0.

WHA Feasibility Study for Property by COA

Gary Sorkin said that the Housing Authority had previously discussed a 3.5 acre portion of Town-owned land within the National Seashore near the Council on Aging building.  One main question is whether or not Seashore approval is required.  Another question is whether the use is truly municipal or how involved the Town is in a Housing development.  There is also the engineering component to determine on access, capacity, siting, and septic.  The site has access to Town water.  CPC Administrative funds are available for study of the site. 

Michael Fisher moved to authorize up to $10,000 for a feasibility study of the Town-owned land by the COA.  Jan Plaue seconded, and the motion carried 8-0.

Computer Request

CPC Coordinator requested use of Administrative funds to purchase a new computer.

Elaine McIlroy moved to approve up to $1,2000 of Administrative money

Michael Fisher seconded, and the motion carried 8-0.

Annual Report

Although there has been no request for submissions for the Annual Report yet, Mary Rogers asked for any material that should definitely be included in the 2018 report.

Next Meeting

Needs Assessment hearing at the Selectboard meeting on January 22, 2019 will be the next meeting of the CPC.
