Minutes of Meeting November 14, 2018

Chair Gary Sorkin called the meeting to order at 9:00. 

Minutes

Michael Fisher moved to approve the minutes of September 26, 2018.  Rhonda Fowler seconded, and the motion carried 7-0. 

Needs Hearing

Gary Sorkin and Mary Rogers will meet with the Board of Selectmen for the Annual Needs Hearing in December.  Mary Rogers will schedule time at the December 11 Board of Selectmen meeting and advertise the public hearing in the newspaper.

Finances

Mary Rogers and the Committee discussed the available finances for new projects and Administrative funds available for planning and legal issues.   

New Projects

#19-04  Baker’s Field Shade Structure

The Wellfleet Recreation Department had requested $54,000 for a fabric shade system to be installed in the Baker’s Field playground area.  Recreation Director Becky Rosenberg and Assistant Director Angel Robinson explained their new request for Baker’s Field.  They thanked CPC for the other grants and said that the shade structure would be the last piece to the renovations.  The shade cover would replace the yearly rental tent.  It would be more cost effective and cleaner.  Jan Plaue asked about the life span of the structure.  Becky Rosenberg said there are footings in the ground for the posts, which will stay in the ground.  So far, Recreation only have one bid for a waterproof material.  The top would be vinyl, Angel Robinson said.  They said they had looked at wooden pavilions, which are in a similar price range.  They have spoken to Conservation Agent, but they will be appearing before the Conservation Commission because the posts are within the ACEC. 

The Recreation Committee will be meeting soon to update their Needs List.  Bob Jackson asked about the replacement of the top costs.  Tom Siggia asked about the dates for the shade cover to be in place.  Gary Sorkin asked about installation and dismantling of the shade cover.  CPC members discussed deadlines for Conservation Commission hearings for a shade structure or a wooden pavilion.  Elaine McIlroy asked if the shade structure had been requested on the Capital Improvement Plan.  The Recreation Directors will come back before CPC with more preparation.

#19-01  Affordable Housing Specialist

Wellfleet Housing Authority and the Local Housing Partnership had submitted a request for $75,000 for a consultant Affordable Housing specialist.  Gary Sorkin said the housing specialist has been very helpful for the past few years.  The Housing Authority is hopeful that the job could become a Town position.  Results would help determine this.  Rhonda Fowler said what the Town really needs is a Planner.  Elaine McIlroy described a Brewster Housing Consultant, paid by CPA funds, in addition to a Town Planner.   CPC members discussed whether the consultant should be hired for one or two years. 

Jan Plaue moved to accept the application from the Wellfleet Housing Authority and the Local Housing Partnership for a housing specialist at $75,000 and recommend the project for Annual Town Meeting Warrant.   Michael Fisher seconded, and the motion carried 7-0.

#19-02  Historical Plan for Wellfleet 2019

The Wellfleet Historical Commission requested $16,000 for the continuation of the Historical Plan Form B’s and for another workshop for homeowners with historical properties. Tom Siggia explained the Historical Commission’s request that breaks down to $15,000 for Form B’s and $1,000 for a workshop.  Jan Plaue asked about the mentoring idea that CPC had proposed last year.  Tom Siggia said there was a poor response to the finding an intern. He said the older houses are being recorded first, but the Historical Commission approaches the inventory street by street.  Tom Siggia will return to the December 12, 2018 meeting with a possible revision for more Form B’s and a position request.

#19-03  Providing a Robust Future for Recreational Shellfish

Shellfish Constable Nancy Civetta had submitted on behalf of the Shellfish Department a request for $17,400 for shellfish propagation and for money to create oyster rings for recreational permit holders.  Tom Siggia, who is a member of the Shellfish Advisory Commission, discussed the growth of recreational shellfishing in Wellfleet.  He said the seed is important to keep the recreational shellfishing going.  There was also a request for PCV pipe to make rings for measuring size.  SPAT will be contributing towards the recreational shellfishing.  The project needs to be deemed a Capital expense.  The Town of Chatham has granted CPA money for a similar project.  Tom Siggia will come back with a plan that is considered as Capital Improvement.  Mary Rogers will contact Town Counsel regarding the application.  The application will be considered again at the December meeting.   

#19-05  Cape Community Housing Partnership – Housing Institute

The Community Development Partnership (CDP) requested a $7,500 from Wellfleet to help fund a third year of workshops to help build support for affordable and low to moderate-income housing.  Elaine McIlroy spoke about the Cape Housing Institute and the outreach CPD is doing with Town officials across the Cape. 

Michael Fisher moved to approve the application from CDP for $7,500 and recommend it for the 2019 Annual Town Meeting Warrant.   Jan Plaue seconded, and the motion carried 7-0.  

#19-06 Building the Wellfleet Affordable Housing Trust Fund to Meet Affordable Housing Needs – Wellfleet Housing Authority

WHA sought a $100,000 contribution to the Affordable Housing Trust Fund.  Elaine McIlroy discussed the application for a contribution to the Affordable Housing Trust Fund.  She gave specifics of use of Affordable Housing Trust Fund money and expected Buy Downs this year.  The application had arrived late, which Rhonda Fowler noted.   Elaine McIlroy explained that the anticipated need was the extenuating circumstance for accepting the application after the October 15 deadline.   

Tom Siggia moved to approve the Wellfleet Housing Authority’s application for $100,00 to be transferred into the Affordable Housing Trust Fund and recommend the request as a 2019 Annual Town Meeting Warrant Article.  Bob Jackson seconded, and the motion carried 7-0. 

Next Meeting

The next meeting will be held on Wednesday, December 12, 2018.  Recreation, Shellfishing and the Historical Commission will attend with updated requests. 

Deadlines

The Committee discussed the earlier deadline this year and agreed by consensus to keep the deadline on October 15 again in 2019.
