Agenda

  1. Duck Creek Site Visit with Bob Devaney

    David met with Bob Devaney November 6th at Duck Creek Cemetery to discuss:

the status of the headstones still on the ground/on pallets?
Projection from Bob on:
- how many more he thinks he will set up this summer 2018
- identifying the ones that he thinks are not worth the time, energy, and money to repair and set up (and whether he agrees the best thing to do is rebury them, or what?)

-The ones that are beyond repair, we will document (photo) them and rebury them in their official space with a numbered stake marker of PT; instead of leaving them above ground?

David reported that:

We surveyed remaining headstones on pallets

We identified 24 he would like to repair this coming spring and summer 2018

We identified 3-5 not worth repairing

He shared a technique for burying them by wrapping in burlap bag (so the pieces stay together and can breathe) and then covering with dirt. Recommended doing this in the Spring 2018 Annual clean up Day

How much CPC money do we have left?

David proposed that we had enough to cover 24 Duck Creek headstones (@approx$1,000 ea?)

 

Questions to answer:

Would that leave any money for repairs at Oakdale and PH?

We will visit DC and review the 24 stones identified for repair and make a decision about which ones to contract with Bob to repair; allocating funds to stabilize existing stones that are in jeopardy of falling. Consensus was that we should identify no more than half of that number to repair, ;leaving funds available to repair and support monuments  at other Town Cemeteries.

We will look at weather and visit Duck Creek the week of December 4

2. Cemetery Commission Letterhead Stationary and text for friends of cemetery fund thank you letter

Nancy presented model letterhead

Discussed using text from tax statement envelope stuffer in body of receipt acknowledgement; and place watermark on receipt using Congregational Church drawing of entrance to Pleasant Hill and Oakdale.

 

Discussed possible uses for gift fund donations at pleasant hill and Oakdale  Cemeteries

-replenish shells on road/paths (Jason Ave) spring 2018

-Split rails for Oak Ave (Winter 2017)

-restoration of headstones

-split rail fencing to define corner of Oak Ave and Cedar St

-paint Pavilion

-get mason to evaluate brick tombs for structural soundness and joint integrity

 
3. Felco surveying results and plans

  Nancy reported that Dave La J (FELCO) brought in map of Pleasant Hill with designations  of boundary markers

Will call FELCO for spring 2018 plot grid work:

First We want markers for Oak Ave between Pine Street and C Street and continuation of Grove Ave up to Pine Street

Second We want metal/concrete stakes for cemetery boundaries (for Section I and north and west) and (North of Middle Street and Back Street)

third section boundaries within section F

fourth 40x40ft plot markers in sections D, E, F(or some next size down)

fifth location for possible “green burial” plots section

 

4.Discussed strategy for developing guidelines for green burials

-protocol for changing cemetery Policies and procedures regarding green burials

(do we have to go before Town meeting, select board, town manager?)

-written definition and guidelines for green burial section and use

- contacting Cape towns with green burial sections
 

5. Request for bids for section clearing trees and stumps; leave tagged trees (Cedar to Pine)

(.76 acre)

Bids due December 15, 2017; with work done by April 1, 2018

discussed protocol for requesting bids

Will review bids received at next meeting Monday, December 18, 2017 at 2pm

 

Bonnie reminded Commission of 2012 bids for clearing previous sections

Names in bold will contact these vendors requesting bids for new work  

Mow Town: $10,000 leaving stumps Nancy

A to Z Treez: $3,000 leaving stumps David

Bartlett Tree:  $12,300 leaving stumps

Townsend: $2,750 leaving stumps (we did this one) Nancy

Dirt works: $4,500 including stumps Nancy

E-Z Doze It: $3,575 Removing stumps and grading (It looks like we also did this) David

Kevin Rose: $3,200 Removal of stumps and rough regrading David

Wellfleet DPW- we will approach them after receiving all other bids to see if they can match or beat low bid

 

6. Agreed to spend funds for split rails for Pleasant Hill along Oak Ave. and Section H to define plots and deter loss of land to road traffic.
 

POSTPONED

David requested future discussion on legal and historical boundaries of cemetery re: discussion about other uses for land (affordable housing)

Future business

   -look at Oakdale for available plots like north of Dinsmore to Middle Street and #144

   -Bonnie will work on draft for historical signage at Boudreau and Duck Creek Cemeteries
