Wellfleet Recereation Committee Meeting Minutes

January 11, 2018  7:00 P.M.

Wellfleet Elementary School

Recreation Members Present:  Rhonda Fowler, Kerry Cox, Christine Bezio, Ruth Marriott, Kevin Scalley

Others Present:  Becky Rosenberg, Angel Robinson, Suzanne Grout Thomas and Sandy Valli

Meeting called to order at 7:05 PM

Discussion:

Aprroval of Minutes:  November 16, 2017 minutes were disseminated, two typographical errors were corrected.  CB motion to approve minutes with corrections, RF second, all members present approved unanimously.

Open Meeting Law & Recreation Committee: SGT provided a copy of "The Lifecycle of a Public Meeting", and "Posting a Meeting Notice Checklist Modified for the Town of Wellfleet" - see attached.

Establishment of Monthly recurring meetings: recurring meetings to be held every second Thursday of the month, with the exception of March because of the Billingsgate Basketball tournament.  March meeting will be held on Thursday the 1st, Billingsgate is March 9-11 at Nauset Regional High School (NRHS). ( **State of the Town Meeting held by Dan Hort, TA was rescheduled to February 8, 2018.  Recreation meeting moved to February 15th, 2018*8-see below).

Proposal for alternate member / attendance:  CB put forth an inquiry about adding an alternate member to the recereation committee in the event current members are not able to be in attendance, SV expressed interest in this role.  SGT noted that in order to add an alternate or additional member to the Recreation committee, the propsal would need a town charter change.  An endorsement would need to be made and added to the town warrant and put forth at town meeting.  Discussion ensued and CB made the motion to revisit the proposal until September 2018, RM seconded the motion, all members present approved unanimously.  SV has agreed to be a public attendee at recreation meetings without being an alternate/member.  RF inquired about a recreation mission statement, BR said she would present it to the committee at next meeting.

Community requests/suggestions: School committee is working with the YMCA regarding a potentional pool for the students at NRHS.  The piece of land currently being used as temporary police station - possibile recreation building site, community center, housing. SV stated that officer Bill Brazil was present at the local youth recreation basketball game, it was a big hit amongst the players.  RM stated she would work on a letter to submit to Cheif Fissette about having a police liason for the youth recreation players.

New business:  RF held a discussion about the CPC and Town of Eastham's affordable housing update.  Sixty-five (65) units are proposed off Brackett Road, Wellfleet applicants are welcome.  SV mentioned a concern about the Billingsgate daily door fee of $2.00, some parents do not want to payan  additional fee if their child is participating in the tournament.  After a brief discussion, BR will add explanation of the tournament fee's to the flier's sent home with players and highlight them further in the tournament program.  BR provided a handout listing Upcoming Recreation Activites and Events as well as a page depicting a facsimilie of new toddler equipment for the Bakers Field playground and facsimilie of a more permanent shade structure - see attached.
