Minutes of the Meeting of September 11, 2017
Council on Aging
7:00 p.m.
Present: Richard Elkin, Chuck Cole, Lilli-Ann Green, Jeff Tash and Robert Shapiro
Alternate: ChristiAne Mason
Chair Elkin called the meeting to order at 7:01 p.m.
A request to tape record the meeting by Lilli-Ann Green was made and the request was granted
by the Wellfleet Energy Committee (WEC) Chair, Elkin.
BUSINESS
Minutes of the August 14, 2017 meeting1:
Motion: Shapiro moved to accept minutes as emailed with agenda of meeting. Seconded by
Tash. The motion carried 4 in favor, Cole abtained.
Power Purchase Agreement with the Cape and Vineyard Electric Cooperative (CVEC): Elkin
provided an overview. Liz Argo of CVEC has not finalized a contractor or a firm price for the
proposal. There is risk involved for the town of Wellfleet until the Department of Public Utilities
(DPU) rules on the Eversource request. Mason stated that DPU has an extension until the end of
the year to make a determination. Tash suggested waiting until a decision is made by DPU.
Shapiro was interested in exploring other options such as solar farms. Green suggested exploring
other options with solar vendors and revisiting past ideas of installing photovoltaic solar panels on
town owned properties. Elkin suggested communicating with CVEC that we are mildly interested
predicated on the outcome of the DPU ruling. Tash will work with Green to explore other options.
Solarize Mass Plus Update: Elkin updated WEC as to the progress of the initiative. A proposal
will be submitted in a few days. Four towns are interested to participate: Provincetown, Truro,
Wellfleet and Eastham. There are five tiers of solar price breaks. The determination to participate
in the ‘Plus’ part of the program is still under consideration. There has been discussion about
utilizing Cape and Islands Self Reliance Corporation and their group purchasing of heat pumps.
They have also offered to educate the Lower Cape towns about this technology. Cole spoke about
the benefits of heat pumps. The Cape Light Compact has offered to have staff members present
at each town meeting for the Solarize program to talk about energy audits. A discussion was held
regarding the follow through on the audits.

Motion: Green moved to adjourn the meeting. Shapiro seconded. The motion carried 5-0. The
meeting was adjourned at 7:50 p.m.
