Minutes of Meeting #46; July 25, 2018

Wellfleet Fire Department Training Room, 10 Lawrence, Wellfleet

 

Present: Harry Terkanian, Sean Donoghue, Chief Ronald Fisette, Jay Horowitz, and Davis Walters (alternate)

Regrets: Lieutenant Michael Hurley (alternate), Mark Vincent, and Daniel R. Hoort

Also present: Rick Pomroy, Pomroy Associates, Todd Costa Kaestle Boos Associates.

Mr. Terkanian called the meeting to order at 4:00 PM.

  1. Project status.

Project schedule report by Mr. Pomroy.The date for moving the department into the refurbished facility will have to be delayed from July 31, 2018 to August 7, 2018.Among the factors contributing to the delay are the following: (1) Startup reports on the HVAC have not been received; (2) due to the addition of cooling in the downstairs electrical room commissioning has been delayed to August 1 and 2; (3) Fire alarm inspection delayed because the fire department rejected a self monitored system as unsafe, necessitating the addition of additional phone lines for remote monitoring.Installation of the additional phone circuits is scheduled for July 27th.Todd Costa joined the meeting at 4:10 pm.Final cleaning is scheduled for July 28th.The contractor is working on the punch list.Training the department staff on building systems, particularly climate control will occur one week after occupancy.The town’s IT staff is working on building IT and the County sheriff’s office is finishing the dispatch center.After a conversation with Mr. Terkanian on July 20th, Mr. Pomroy recommended delaying the notice of default.Mr. Walters asked whether the delay prejudiced the Town in asserting the claim later.As the contract was prepared by the architect, Mr. Costa was asked to review the issue and report back.The ultimate goal remains to achieve final completion within 60 days of the current June 28th substantial completion date.Temporary fencing will come down on July 27th.Temporary facilities will be removed approximately one week after the department is moved.The temporary parking lot will remain.Mr. Walters asked about punchlists.Punchlists have been prepared by the architect, the project manager and the architect’s sub consultants and are being worked on.On August 1st the architect and project manager will meet with the contractor to produce a master list of remaining items.The question of offering unused furniture to the public was discussed.Chief Fisette’s sense was that there would be little useful furniture remaining.Even if that is the case some attempt should be made to give the public an opportunity to claim what will otherwise be discarded.

    3. Pending change orders and change order log.Mr. Pomroy presented a list of pending PCOs.Review by the Committee was deferred as a number of them are still under review.

    4. Owner’s Project Manager contract extension. No action was taken, as the proposed amendment was not ready.

    5. Project budget review.Mr. Pomroy presented budget Update #18 dated June 30, 2018.This is the same budget (#18) as was reviewed on July 11th.

    6. Pending purchase orders.None.

    7. June invoices from the project manager, architect, Robert B. Our, Inc. and two other vendors were presented but could not be reviewed or acted upon, as there was no agenda item.They were withdrawn and will be presented again on August 8th along with the July 2018 invoices.

  2. Minutes.  On motion of Mr. Donoghue, seconded by Mr. Horowitz, it was voted (5-0) to approve the minutes of the July 11, 2018 meeting as presented.

  3. Committee meeting schedule through August 2018: meeting August 8, 2018.

  4. Future agenda items.None.

  5. Adjourment.  On motion of Chief Fisette, seconded by Mr. Walters, it was voted (5-0) to adjourn.  Meeting adjourned at 4:40 PM
