Wellfleet Planning Board

Wellfleet Senior Center, 715 Old King’s Hwy

Present: Chair Gerald Parent; Vice Chair, Andrew Freeman; Steve Cooney; Beth Singer; R. Dennis O’Connell

Announcements, Open Session & Public Comment: There were no announcements at this meeting.

Meeting Minutes: Moved to approve the minutes of 3/21/2018, as amended by O’Connell. Seconded by Freeman, and the motion carried, 4-0.

Town Meeting/Warrant Articles-Discussion

Freeman asked about the Affordable Flexible Residential Design (AFRD) and if the Planning Board’s Home Occupation bylaw went through. The Chair responded that the AFRD and Home Occupation bylaws went well and passed.

The Board discussed the proposed Marijuana Overlay District (MOD). O’Connell stated that the Board is at a good starting point, but believes that South Wellfleet has a point.

Singer entered the meeting at 7:18 P.M.

The Chair explained that they are going to find a use wherever marijuana fits in as retail trade. Freeman asked if there is a special permit needed if the use of the retail item is different than what was originally proposed, or does marijuana remain broad under “retail trade”. Freeman would like clarification from Town Counsel, and to understand what type of action should the Board take regarding retail.

Habitat for Humanity-2082 State Highway: Notice of Decision and Standards and Criteria

The Chair announced that there was a Notice of Decision to review and asked the Board members if there were any issues. O’Connell mentioned that the acreage was incorrect and reads 2.7 when it should read 1.7, and remove everything after the Chair’s signature and date space. The recording secretary will send the document back to Zehnder for revisions and the Chair will sign it in the Planning Board office.

Motion to approve, as amended by O’Connell. Seconded by Freeman, and the motion carried, 5-0.

DPW-Scenic Roads Discussion

The Chair asked the Board if there were any questions regarding Town Counsel’s response for tree removal on scenic roads, which stated that “…the Department of Public Works only requires permission from the Planning Board to remove trees from scenic roads if the removal is associated with construction or repair of the road.” O’Connell reviewed the list of scenic roads.

3 Kendrick Avenue (Map 21/Parcel 112) Parcel for Sale

Cooney recused himself from the discussion at 8:09 P.M.

The Town Administrator, Dan Hoort notified the Planning Board Chair that a parcel of land is for sale which abuts Town property. The property at 3 Kendrick Avenue neighbors the Shellfish/Beach Sticker Office and the Ceraldi Theater space, and the Chair asked the Board members if they had any ideas for uses for the property.  There were no suggestions.

Cooney returned to the discussion at 8:15 P.M.

  • Town Planner, Joseph Powers would like feedback from the Board members as to what their expectations are for someone in the role of Town Planner.

The meeting was adjourned by consensus at 8:35 P.M.
