Members Present: Chair Gerald Parent; Vice Chair Andrew Freeman; R. Dennis O’Connell; Steve Cooney

Chair Parent called the meeting to order at 7:07 P.M.

Announcements, Open Session & Public Comment:

No announcements at this time.

Meeting Minutes-

O’Connell moved to approve the minutes of 9/20/2017, as amended. Seconded by Chair Parent. The motion carried, 4-0.

Discussion- DSD 17-03 125 Marven Way

Chair Parent discussed how the subdivision plan for Marven Way had been approved at the 9/20/2017 meeting, but the covenant needs to be reworked because the engineer was not present. The Board members and O’Reilly agreed to the following changes:

Move the following Sections from the Waivers on page 3 to the Amendments

on page 1:

  • Section 2.06l to page 1 of the Amendments, as item number eight (8): As-built plans-Applicant will provide the Planning Board an As-Built Plan of just the constructed driveway and turn-around. As built plan to show the location of the new driveway with grades, and to add 8. All improvements should be completed within 18 months of endorsement

 

  • Section 5-Construction to page 1 of the Amendments, as item number (9): Applicant instead to relocate existing driveway within the way and construct a 12-foot wide graveled driveway trimmed to maintain vegetation 14 feet wide and high,

And adding to the Amendments:

  • Item number 10 (ten): All improvements should be completed within 18 months of endorsement.

Moved to approve, as amended, by O’Connell. Seconded Cooney. The motion carried, 4-0.

Discussion-C2 District

Chair Parent explained to resident Carl Sussman that the intention of having the C2 District Discussion on the Agenda was to allow the Board the opportunity to discuss the topic, and make the public aware that C2 could possibly be deliberated. The discussion was tabled until a future meeting.

Discussion-Food Trucks

Chair Parent asked if the Board wants to prepare anything concerning Food Trucks for Town Meeting. O’Connell suggested splitting it into a couple of by-laws. The Board members requested a copy of the Zoning Bylaw Amendment-Food Trucks. The discussion was tabled to the November 15th meeting.

Discussion-(Draft) Special Permit for Site Plan Approval

O’Connell said that he isn’t prepared to discuss Special Permit for Site Plan Approval, at this time. The Board agreed the information arrived too late for the members review. The discussion was tabled to the November 1st meeting.

Liaison Reports

Freeman reported that the Community Preservation Committee(CPC) is seeking to create a recreational oyster area near Chequessett Neck. O’Connell responded that it wasn’t for recreational use, but for oyster culture.

ATA Carlson conveyed that the Local Comprehensive Plan Committee(LCPC) is planning a community-wide work session November 18th from 10:00-2:00. It will explain the goals and discuss the first draft of the Comprehensive Plan.

Correspondence

-Notice from the Cape Cod Commission dated September 25, 2017, regarding the approval of the Nextel Tower-Modification-Type 1 has been approved. Due to the changes being minor, the Planning Board didn’t see any need for taking action on their part.

-Letter from Chief Pauley dated September 11, 2017 regarding the Paine Hollow access road and driveway grade.

-Community Development partnership & Housing Assistance Corporation training workshop called The Cape Housing Institute.

Topics for Future Concern

Chair Parent announced that Martha Hevenor would like to hold a cluster housing work session for the Planning Board members on Wednesday October 11th at 3:00.
