Minutes of May 23,  2017  meeting: Approved  with corrections.

 

Reports

Chair, Bruce Hurter: Will follow up of terms of Pleasant Point property sales agreement as noted in 5/23/17 minutes.

Vice Chair, Tom Slack:  Report on housing needs assessment forum held May 24. Specific action plans to be incorporated into the local comprehensive plan.

 

Standing Assignments

Property Management:  Bob Jackson/ Bruce Hurter: New AmeriCorps individual to arrive in July will assist in inspections as needed. All properties 

Are up to date at present.

 

Trail Guides:  A group of OSC members assembled guides at Lynn Southey’s residence. 

 

Liaison Reports

Friends of Herring River: Lynn Southey (Report sent in email. LS not present): As required under the Final Environmental Impact Report (FEIR) a HR Stakeholder Group (HRSG) will be established by the Herring River Executive Council (HREC) to represent community interests and concerns during implementation of the project. The HREC is gathering names of those interested in serving. Please note that this is all still being worked out and this is not the final framework:

HRSG membership is to be drawn from a list of categories which includes: shell fishing organizations (2 members), recreational users (1), flood plain property owners (3 – sub –basins: Mill Creek, Upper Pole Dike creek, Upper Bound Brook), Conservation Advocates such as WCT and Truro CT (5), CYCC (1). There are others such as the Herring Warden, Harbormaster …. To date no application procedure has been specified but it’s suggested that one start with an email to Dan Hoort or Rae Ann Palmer (Truro Town Manager).

 

WCT: Bruce Hurter:  Denny O’Connell to be congratulated by OSC for his receipt of the Ansel B Chaplin Award for excellence in open space preservation .  The award is given annually by the Compact of Cape Cod Conservation Trusts in the name of the founding president of the Compact.

WCT annual meeting will be on 8/19/17.  The annual walk will be on 9/9 in the woods trails past Wellfleet ponds.

 

Old Business

Open Space 5 year plan - survey of accessibility of protected properties is needed.  Goals need redefining.

 

Elementary School project, Bob Jackson:  Successful walk this morning (6/13) with 5th graders. Bob had met with them last week at school for some discussion of conservation before the outing. WCT trail guides are available at the elementary school.

 

 

Properties for Consideration

2 properties on Paine Hollow Rd were discussed.

No action on town owned lots listed in agenda

 

New Business

Map 47 - OSC voted 5-0 to recommend to the Town that if the “paper” road adjacent to lots 107 and lot 40, indeed belongs to the Town, and if legally feasible, that it be sold to the neighborhood association if it is granted a conservation restriction. Pinewood development neighborhood association had requested this to be in compliance with required open space in the perimeter of the development.
