Open Space Committee   May 23,  2017      Wellfleet Town Hall

Minutes of April 4,  2017  meeting: Approved  with corrections.

 

Reports

Chair, Bruce Hurter:  TM Articles that proposed by OSC were approved:  Article 39 - Map 8-270 and Article 40- Map 41- 189  both to care and custody of Cons Com.  Article 37 also passed, allowing for sale of a portion of property on Pleasant Point to abutting owners to repair a sea wall. Bruce Hurter and John Riehl are to follow up on reassurance they had received from BOS that the P & S agreement of the property would insure that public access not be restricted seaward of the sea wall on 210 (Map 35).

 

Vice Chair, Tom Slack: Local Comprehensive Plan proceeding.  Community workshops on shell fishing and on housing have been scheduled to help with development of the Plan.  Another forum on climate change and energy is being developed. Open Space needs and issues will be a part of the final Plan.

 

 

Standing Assignments

Property Management: all properties have been inspected.

Trail Guides.  A group will meet with Lynn Southey to assemble most recently printed guides.

 

Liaison Reports

Friends of Herring River: Lynn Southey: Settlement was reached with Chequessett CC. A cash payment will allow reconstruction of fairways in flood plane. Discussion continues with other abutters.

Permitting is underway with the first permits to be submitted to the CC Commission by the end of June.

OSC voted  (7-0) to send a letter to  BOS indicating our continued support of the HR project as it moves forward with permitting applications and fundraising.

A Nickerson research grant, presented to young scientists by Friends of CCNS for work in National Seashore, has been awarded to an individual doing work on carbon sequestration in the HR estuary.

 

WCT: Bruce Hurter, Denny O’Connell:

Corcoran family donated a lot with CR near Bayberry.  Another nearby property is a possible purchase option.

Doak property sale is not likely; no state funding available. $50,000 appropriated by WCT likely to go to another project.  

Map 30 lot 88 near Drummers Cove.  WCT now has deed.

WCT annual meeting will be 8/19.    Sept walk will be in the Wellfleet north woods area on 9/9.

 

Housing Partnership: John Cumbler.  Meets next week to discuss a property for sale which might be affordable.

 

CPC: Bob Jackson.  All projects were approved at TM.  OSC might consider requesting funding for next year.

 

Old Business

Open Space 5 yr plan.  State requested a survey of accessibility to trails to complete their acceptance of our 5 year plan. We are looking into what is needed for compliance.

 

Review TM Articles —see chair report above.

 

Possible town lots for Cons Com protection:  Several lots reviewed. Committee will review list of Town owned properties with no structures.
