Approval of Minutes May 23, 2018
The minutes of the May 23, 2018 meeting were accepted as amended.
Walter moved; William seconded. Unanimous approval.
Harbormasters Report
Parking spots at the marina were striped by the DPW
The number of handicapped spaces was allocated according to government regulations.
The Ginny Lu was towed from the marina
The Harbor personnel along with the DEP and Army Corps of Engineers attended a seminar on moorings.At that meeting there was a question of riparian rights and whether a home owner can prevent someone from having a mooring in front of their house.
New employees are working out well - maintenance man and 2 night employees
Letter of Support for Mayo Creek Restoration Project from MAC
Joseph distributed the letter of support from the MAC.
Motion: The MAC supports the Mayo Creek Restoration project and approves the letter Joseph has written to the BOS stating that support.
Alice moved; William seconded. Unanimous approval.
Dredging Update
Joseph explained he received a call from Andrew Nelson of Congressman Keating's office regarding the Army Corp of Engineers Work Plan. Wellfleet didn’t make the list this year. Congressman Keating’s office had been advocating for Plymouth and Wellfleet. Plymouth made the work plan this year, Wellfleet did not. When asked if he had any insight as to why Plymouth made the list, but Wellfleet did not Andrew said we are always going to run into the fact that a town like Plymouth has a harbor that serves 68,000 residents. That combined with the upcoming Plymouth 2020 celebration probably contributed to them scoring higher.Andrew said Congressman Keating would continue to advocate on Wellfleet’s behalf and he thought Wellfleet should be on the plan either next year or the year after.
Joseph recapped:
Wellfleet is a small town with less political clout.
The 2020 Pilgrim landing anniversary was a major factor in Plymouth receiving funds.
There is chaos in Washington DC over many activities including funding.
The Marina Advisory Committee thanked Joseph and the Dredging Committee on its hard work and expressed its disappointment at the decision not to grant funds for dredging to Wellfleet.
Marina Parking
Joseph read the following motion passed by the MAC on October 25, 2017.
Motion: The Marina Advisory Committee believes that parking is a town wide issue and asks that Dan Hoort, the Town Administrator, form a committee of all parties concerned to examine public parking in Wellfleet including the marina.
He and Will, Assistant Harbormaster, explained that a meeting on parking in town was organized and Department Heads were invited to attend. However, the Harbormaster was neither invited nor informed. Will learned of the meeting and attended. Because of his presence, there developed a greater understanding of the issues of parking at the marina, the status of the marina as an Enterprise Fund, and the legal constrictions that the Commonwealth places on the marina eg. overnight parking.
New Business and Future Concerns
There have been some problems with the wi-fi for the weather station.
