  Minutes Marina Advisory Committee

October 25, 2017

Present:   Joseph Aberdale - Chair, Walter Baron, Alice Iacuessa, John Wolfe, Martha Wilson, Frederick (Flip) Felix, Stephen Cooney, David Stamatis (alternate) William Iacuessa (alternate)

Meeting called to order at 7:02pm

 

  1. Announcements, Open Session, Public Comments

    Wellfleet Arts and Cultural District

  2. Alice reported that the meeting of the Wellfleet Arts and Cultural District on October 4th was devoted to organizing a booth for the Oysterfest.The intention of the booth was to provide information about various aspects of the Cultural District.The Harbormaster supplied brochures for the booth.

    Rowing Rendezvous

  3. Joseph congratulated Walter on a successful Rowing Rendezvous.There were 15 boats and about 50 to 60 persons who attended.

    Mayo Creek Restoration Project

  4. There are two concerns about hydrology. 1.) Will restoration pollute any wells in the area or harm any septic systems? The hydrologists believe these will not happen.2.) Will one of the properties in the project be flooded? If so this can be mitigated with a berm.

  5. The Restoration Committee plans to give a report on the project to the BOS by June 2018.

  6. The Mosquito Control group is in favor of the project and Walter will be asking the MAC to send a letter of support in the future.

  7. Harbormasters Report

  8. All the floats at the C section are to be replaced

  9. Boaters are being encouraged to take their vessels out of the water

  10. $18,000 was earned on Oysterfest parking

  11. The DPW dropped off various signs such as “No parking”, No Smoking”, “Restricted Area”.The Harbormaster and his staff will put them in place.

  12. Dredging Update

  13. Joseph reported on the Dredging Task Force meeting of October 24.Permits have been issued and are at the Town Administrator’s office.They are good for 10 years and also allow for maintenance dredging.

  14. The Army Corps of Engineers indicated a positive attitude about Phase 2 which includes dredging the channel.Funding will depend on what budget Congress passes for the Army Corps of Engineers.Wellfleet should know by May about funding and if approved, dredging can begin in September.Senators Warren and Markey and Representative Keating will be lobbied regarding the Army Corps of Engineers’ budget.

  15. Joseph felt that maintenance dredging was important and there is some support from the BOS about purchasing dredging maintenance equipment either by Wellfleet alone or sharing the costs with another town such as Chatham.

  16. A presentation at the Wellfleet Harbor Conference is being prepared.The conference will be held on November 4

  17. Shellfish Constable Note to MAC

    Joseph distributed a letter from Nancy Civetta, Shellfish Constable, thanking the MAC for inviting her to its September meeting.  She also reported that inspections of grants will begin next week.

  18. Meeting With Shellfish Advisory Board

    It was felt that a joint meeting of the Shellfish Advisory Board and MAC would be helpful to both groups.  A meeting will be planned in the spring 2018.

  19. Clarification of Marina Parking Issue Motion

    It was determined that the motion made at the September meeting was valid.  However, since the BOS has listed developing a town wide parking plan as one of its goals for 2018 the motion was revised to read.

    Motion:  The Marina Advisory Committee believes that parking is a town wide issue and asks that Dan Hoort, the Town Administrator, form a committee of all parties concerned to examine public parking in Wellfleet including the marina.

    Martha moved; Walter seconded. Unanimous approval.

  20. Approval of Minutes for September 20, 2017

    The minutes of the September 20th meeting were accepted with the revision to the motion above.

    Martha moved; Walter seconded.  Unanimous approval.

  21. New Business and Future Concerns

    None

    Meeting adjourned at 7:54

    Next MAC meeting will be December 6.
