Wellfleet Local,Housing Partnership

Minutes of 5 April 2018

 

Present: Gary Sorkin, Judy Taylor, Paul Cullity, Sharon Inger, Sharon Rule-Agger. Also present: Elaine McIlroy, Anne Suggs.

  1.  Approve minutes of March 22, 2018 Meeting.  Cullity moved, Inger seconded.  Approved 5-0.

     

    2. Old COA update- report on meeting with Building Needs.  Sorkin and Rule-Agger attended a second meeting with the Building Needs Committee on Wednesday, March 4, 2018. They had requested time to consider their position after the first meeting.  At this time they are cautiously supportive of LHP’s request that Article 25 be Indefinitely Postponed until a comprehensive plan for the entire parcel at 95 Lawrence Road can be developed. This position will be stated at Town Meeting.

     

    3.  Draft Paper for Town Meeting:  After lengthy discussion, it was resolved that “The Local Housing Partnership advocates Indefinite Postponement of Article 25 in the interest of development of a comprehensive plan for the 9.26 acres at 95 Lawrence Road, including housing.” Cullity moved, Inger seconded. Approved 5-0.Further discussion focused on strategies to inform voters of issue.

     

    4.  20 Oyster Lane:  McIlroy informed the LHP that 3 applications had been submitted to the Housing Assistance Corporation for the Affordable Home at 20 at the reduced price.  However the first applicants have withdrawn.   A decision should be reached by next week.

     

    5. Fred Bell Way:  Lawsuit was “pushed” and is continuing.  Paine Hollow: On Warrant for Town Meeting (as previously described.). 2082 State Highway: Required Home Owner’s Association has been sent to the Planning Board for approval.  Old King’s Highway: Coming back to Zoning Board of Appeals for requested density increase (to 4 homes) under 40b.  Oyster Lane: Second Home on Oyster Lane- son of deceased owner may be allowed to inherit if income eligible. Rule for Spouse Only inheritance has been waived by State. Cluster ByLaw Zoning: This will appear on the Warrant for Town Meeting but it is unclear to LHP members if required public hearing has taken place.

     

    6.  Anne Suggs has agreed to replace Bob DuBeau on the LHP and will take the steps necessary to be approved by the Board of Selectmen.
