Wellfleet Local Housing Partnership  Minutes

August 17, 2017

Present: Sorkin, Taylor, Rule-Agger

1. Minutes of LHP June 29, 2017  were approved unanimously.

2.  2082 State Highway- Local 40B Permit Planning Board hearing September 6.

  • Habitat For Humanity (HFH) is going before Planning Board with a Local 40B application for non-conforming lot size. Plans are for a 2 BR and a 3BR home in addition to the existing cottage which will be retained by WHA as a rental unit. There are only 20,000 SF allotted to the rental- should be 30,000 SF- hoping for permission fornonconforming pre-existing unit.

  • Unclear if we will be able to apply local preference to either or both of the new units- hoping for at least one.

  • Design work is moving forward. HFH’s schedule may move up on 2082 due to difficulties in other projects.

  • WHA received $180,000 from CPC for creation of affordable rentals. Money has not been used- can it be shifted to ownership properties if request is made at Town Meeting? Or does it need to be given back and re-requested?

  • Wells: HFH is looking for $5000-$7000 to drill test wells. They feel optimistic about the wells.

  • Abutter Sam Hall sub-division has been approved.

3.  Update on John Cumbler meeting with Planning Board to discuss zoning beneficial to affordable home development (converting cottage communities to year round, multiunit housing, trailer parks, tent cities for summer workers) postponed.

4.  Paine Hollow ZBA permit status

  • ZBA Hearing on Paine Hollow project tonight (8/17/17). Sorkin will attend.

  • Neighbors continue to be worried about water/well issues.

  • Driveway originally designed at 14% grade. Fire Dept. wants no more than %10 grade.No further word heard on idea of moving drive with easement through abutting property.

  • East Coast Engineering has been asked to present independent opinion on both driveway and well issues.

5.  Draft Community Housing Needs Assessment and Production Plan. Limited discussion as all present have not read the plan. Some disagreement on priorities as outlined in summary by Sonneburg. Group is not sure of value of hiring Part-time Housing Coordinator.  Some in group felt that Outreach (to reduce stigma and reduce oppositional NIMBYism) can’t work until root cause of opposition is understood.  AADU development has not been successful to date-why? Year round use of condos is seen as priority, as is the location of large properties for multi-unit development.

6.  Other business:

  • Gull Pond: Lottery was held with 30 (?) names pulled. Proceeding through vetting.

  • Buy Down is not going well. Wellfleet only had 6 houses under $400,000 in last year. Some were uninhabitable, one sold on day it went on market. Deadline has been extended but optimism is low unless changes can be made.

  • Eastham is looking to develop a 65 (?) unit fully affordable project on Purcell Property (off Brackett RD behind Old Mac’s location.)

7.  Next Partnership Meeting: Thursday, November 16 4PM
