                                    Wellfleet Housing Authority Minutes

Note: This meeting was in part a joint meeting of the Local Housing Partnership and the Wellfleet Housing Authority. These minutes are intended to reflect the actions of the WHA. The only exception is the joint vote taken to support the proposed land transfer (Map7/Parcel 24) to WHA for the development of housing in the community.

 

Present: Elaine McIlroy, Chair, Mia Baumgarten, Richard Ciotti, Sarah Pachukas-Slivka, Gary Sorkin. Also present from the LHP Paul Cullity, Sharon Inger and from Habitat of Cape Cod, Jeff Brown, Jim Harrison.

 

  1. The minutes of 12/07/17, 12/20/17, 12/29/17 were approved 5-0.

  2. Jeff Brown of Habitat of Cape Cod presented a new four unit plan for the Old Kings Highway site. The proposed plan has 2 three bedroom units and 2 two bedroom units and a new access. A motion to support the changes to the Old Kings Highway project from 3 dwellings to 4 dwellings was approved 5-0.

  3. A proposed agreement with Granlund Realty Trust (the Mainstay) regarding the easement between the Mainstay and 2080 State Highway was discussed. The WHA is awaiting the opinion of counsel on the document. A motion to authorize Elaine McIlroy to sign the agreement on behalf of the WHA was approved 5-0.

  4. This action was taken jointly by the LHP and WHA.A motion to support the request “to have the Town dispose of Map 7/ Parcel 24, excluding the existing transfer station, to the Wellfleet Housing Authority for the development of housing ( affordable/community/etc.) within the community.” Approved 7-0.

  5. There was a discussion of the work being done by the Planning Board on a new “cluster bylaw”.

  6. The Paine Hollow project is being appealed by the abutters.

  7. The sale of 20 Oyster lane was discussed. Gary met with HAC which is handling the sale. The purchaser must be at or below 65% of AIM. The selling price based on the original deed rider, a new deed rider, fees, and possible support for the purchaser were discussed.

  8. A motion to pay Extended Rental Assistance for February, March and April 2018 in the amount of $400 was approved 4-0

  9. A motion to pay Regular Rental Assistance for February, March and April 2018 in the amount of $4440 for 9 clients was approved 4-0.

  10. A motion to approve Elaine’s draft of the Annual Report ot the town was approved 4-0.
