                              Wellfleet Housing Authority – Minutes

                               Thursday, December 7, 2017 9:00 AM

                                      Town Hall Conference Room

Present: Elaine McIlroy, Chair, Mia Baumgarten, Richard Ciotti, Sarah Pechukas, also present Brian Carlson, Ass’t TA, Stephanie Coxe, Smarter Cape Cod, David Ricketts. Call to order at 9:04 AM

1) The 11/2/17 minutes were approved 4-0

2) Stephanie Coxe made a presentation on the role played by ADUs in keeping young professionals and students on Cape Cod.  The attached fact sheet prepared by Smarter Cape Cod describes the problem and offers a strategy for addressing it. While members of the WHA were supportive of the goal it was noted that this is more of a small “a” affordable housing matter that does not come under our authority.

3) Updates on projects included: Gull Pond received Certificates of Occupancy. Paine Hollow project approved by ZBA. Habitat going forward with 2082 Rt. 6 Project. An easement matter with the Mainstay Motel needs to be clarified. The second buy down is still awaiting an affordable “match”.  WHA has until 2/17/18 to find a buyer for 20 Oyster Lane.

4) A new Regular Rental Assistance applicant was approved 4-0. The amount of $400 was approved or the Kelly rental from January through April 2018.

5) A motion to pay $400. In Extended Rental Assistance for January, 2018 was approved 4-0.

6) A motion to pay $4140 in Regular Rental Assistance for January, 2018 was approved 4-0.

7) A motion to pay the Freeman Law Group $250.75 from the WHA Operating Budget for a review of the 2082 Rt. 6 Land Disposition Agreement was approved 4-0.

8) A motion to pay $6300 to WHA consultant Karen Sunnarborg for consultant services from the CPA Housing Consultant funds was approved 4-0.

9) AIM donated $7500 to the housing trust and indicated that they are very supportive of the Rental Assistance Program. 

10) On 12/20 WHA will have a joint meeting with the Planning Board. Town land available for housing will be among topics discussed.
