Minutes of Meeting of July 12, 2016

Wellfleet Senior Center, 7:00 PM

 

Members Present: Stephen Polowczyk, Chair, Arlene Kirsch, Janet Loewenstein, Fred Magee, Linda Pellegrino, Liz Sorrell, Robert Wallace,

Members Absent: Kathy Granlund, Ira Wood

Also Attending: Town Accountant Marilyn Crary

Chair Polowczyk called the meeting to order at 7:00 PM.

Fiscal Year 2016 Year-End Transfers

Town Accountant Crary presented the FY16 End of Year Transfers list and answered questions.  The last two line items on the spreadsheet were accidentally left off, but Crary was able to explain them to the Committee.  Crary will submit a complete list for the record.

Kirsch moved to accept the FY16 Year-End Transfers as presented including the two that were discussed and that will be submitted for the record; Magee seconded; the motion passed 7-0.

Fiscal Year 2018 Capital Improvement Plan (CIP) Public Hearing

Chair Polowczyk opened the public hearing at 7:07 PM.  No members of the public were present.

Sorrell cautioned that the Nauset Regional High School submission may be hard to pin down due to the nature of the feasibility study. 

The Committee agreed that this CIP was the most reasonable in recent memory.  

Kirsch questioned whether the Town should explore purchasing a dredger like the Town of Orleans has, as it helps them keep up with silting in Rock Harbor.

Sorrell moved to accept the FY18 CIP as written; Pellegrino seconded; the motion passed 7-0.

Chair Polowczyk closed the public hearing at 7:26 PM and proceeded with the regular meeting.

Liaison Reports

Kirsch stated that the estimate for the latest Police Station plan will most likely come in slightly higher than had been previously presented.  The new plan and estimate includes an elevator which may be a federal requirement.

It was noted that Sam Bradford has resigned from the Finance Committee.  His liaison assignments will be reassigned when a new member has been appointed.

Minutes

Sorrell made the motion to approve the Joint Board of Selectmen & Finance Committee Minutes from May 31, 2016 as amended; Magee seconded; the motion passed 6-0-1.  (These minutes can be found at the Town website, www.wellfleet-ma.gov, on the Board of Selectmen’s page.)

Loewenstein made the motion to approve the Finance Committee Minutes from June 22, 2016 as amended; Pellegrino seconded; the motion passed 7-0.

Agenda for July 26, 2016

The next meeting will be a joint meeting between the Board of Selectmen and the Finance Committee to consider the latest plan for the renovation of the Wellfleet Police Station.  It will take place at the Wellfleet Senior Center on July 26, 2016 at 7:00 PM.

Agenda for August 24, 2016

At the July 26 meeting the Committee will determine whether to hold its regularly scheduled meeting on August 24, 2016.
