  • Newsletter from Mass Wildlife
  • Agent Hillary Greenberg-Lemos wrote letter to MA Department of Agricultural Resources regarding Eversource vegetation plan for which there was a 45 day comment period 
  •  Herring River materials – elevating roads
  • Barbara Brennessel went to 3 workshops at MAAC conference..
  1. She stated the Commission can request a wildlife evaluation on properties who file an NOI.  This is for habitat and not just State-listed  species.  The owner of the property would pay for the evaluation.
  2. Climate resiliency course – grant money available.  For MVP community – town would be certified with trained groups.  Programs available on the MASSCECAN.org
  3. Stream culvert replacement and repair  – money is available from the Mass. Division of Ecological Restoration.
  • Packet of information on the use of Chapter 91 regulations – changes to a dwelling with diked and/or filled tidelands.  The Commission can get an expert to make an evaluation on the property.  The applicant would pay for the outside opinion.  Hearings would be postponed until information can be reviewed.   
  • Trudy Vermehren questioned the use of sand from a construction site going to a private snow removing company using the sand for the roads.  She wondered if the town could establish some condition to have it stockpiled at  the town sand pit for future municipal use.
  • Climate Adaptation Workshops with various Cape Cod communities – Lauren McKean gave an overview of the workshops she has been attending.  They have been working with the public on better communications and goals. 

Jurisdictional Opinions

36 Wigwam St, Chandler Crowell, remove 2 pines.   Barbara Brennessel moved to approve the Jurisdictional Opinion; seconded by John Portnoy; passed 4-0.

Meeting Minutes  Trudy Vermehren moved to approve the amended 02/21/18 meeting minutes;  seconded by John Portnoy; passed 4-0.

                             

Public Hearings 5:00 pm:

Town of Wellfleet, Various Locations, Request for 3-year Extension for town beach repairs

Agent Greenberg-Lemos recommended to Chair Trudy Vemrehren to have the Town keep the Commission informed of the activity.  Lauren McKean discussed the “source of fill” the town is using for refilling the beaches.  It was recommended there be an on-going condition to identify source and type of sand to be used, as well as provide the Commission with new drawings of access routes.  It was also recommended there be shore-bird nesting monitoring.  Timeframe: After April 1the agent or shorebird technician will assess the access points for any Federal or State listed shorebird species of concern to assure the activity can continue without adverse impact.  Sketch and narrative to be provided to the Commission prior to scheduled work.  Trudy Vermehren moved to approve the 3-year extension for the Town of Wellfleet; seconded by John Portnoy; passed 4-0.    

Karlson, 20 4th Ave, Map 40, Parcel 15, AOOC, remove 4 trees

David Lyttle represented the applicant.  He stated they would plant bayberry, beach plum and winter berry clusters (12 total in 7 gallon pots).  Barbara Brennessel stated that cutting the large oine  trees  would not impact animals due to the fact there are many other  trees on the property.  The trees will be flush cut and the roots will remain.  Ownership of property goes to the middle of private ways.  Mr. Lyttle will provide an updated plan identifying where the plants will be located.  Any future landscaping within the buffer zone will have to come back to the Commission with an amended order.  Barbara Brennessel moved to approve the AOOC; seconded by Lauren McKean; passed 4-0.

Melvin, 35 Holbrook Ave., Map 20, Parcel 138, NOI, demolish and rebuild 2 dwellings (Cont’d)

04/18/18.  At the request of the applicant, Trudy Vermehren moved to continue to 03/21/18; seconded by John Portnoy, passed 4-0.
