Attendees:  Trudy Vermehren, Barbara Brennessel, Deborah Freeman, Lauren McKean,  and John Cumbler, Agent Hillary Greenberg -Lemos and Christine Bates, Committee Secretary

4:00 - Business Meeting & Conservation Agent's Report

Kathleen Walker and Andy Scherding from New England Endurance Events came to the meeting to discuss a multi-stage race for 2018.  They stated they have had discussions with the Fire Chief, Beach Administrator, and Police Chief, as well as the National Seashore.  The event would be held on June 24, 2018.  There would be a maximum of 150 athletes and there would be a staggered start.  The event will start in the morning and finish up approximately 1:00 pm.  They will be speaking with the Congregational Church regarding parking and may change the date to a Saturday.  A preliminary operations plan was provided to the commission.   The commission would like to see the swimming portion of the race utilize the public landings.  The event is rain or shine.  Given the changes that were made to the plan since 2016, the commission had a more favorable opinion of the event.

Agent Greenberg-Lemos reviewed the items the commission wants to discuss / address:

  • sediment transport – next business mtg.

  • Coastal resiliency and sea level rise presentation – 1/12 2:00 to 5:00 and Fri. Feb 9 2:00

  • Deborah Freeman stated she could not find any regulations governing building with the sea level rise issue.CA has zoning regs, and NY and NJ are preparing zoning regs.

  • Floats / rafts and ponds

  • Buffer zone and disturbance

    John Portnoy was going to get a quote for work on Wesley Pond.

    Lauren McKean stated she requested a project with Americorps for a workday at a pond.

    Notification of a meeting on Monday Jan 8, 5:30 at the Cape Cod Commission in Barnstable on Rte 6A.

    Jurisdictional Opinions

    Evan Provisor, Cove Rd, remove a dead tree that has fallen, flush cut it, remove another pitch pine that has fallen, and another leaning pitch pine.  Trudy Vermehren moved to approve the Jurisdictional Opinion; seconded by Barbara Brennessel; passed 5-0.

    Lauren McKean stated that locust would work well for the bottom stair  at the Cohn property instead of AQC. As supervisor to the project, she will recommend using locust.  There was discussion regarding new FEMA tools which she is pursuing further information on.   

    MAIL:

    Package from the Town requesting the town people vote to dispose of a portion of property Map 7, Parcel 24 and convey for affordable housing. The discussion of this plan will be continued at the next business meeting.

Public Hearings 5:00 pm:

Wellfleet Conservation Trust, 140 Pond Avenue, Map 29, Parcel 385, Certificate of Compliance.   Deborah Freeman recused herself.  A site visit was done and the project is in compliance. Trudy Vermehren moved to approve the Certificate of Compliance; seconded by Barbara Brennessel; passed 4-0.

Wellfleet Conservation Trust, Old Briarcliff Rd., Map 35, Parcel 39, RDA, Extend Kayak Rack by 10 feet.  Deborah Freeman recused herself.  Denny O’Connell stated this is an extension to the current rack.  Barbara Brennessel expressed concern regarding the traffic getting to the racks.  The property is the Trust’s, but there is a right-of-way to the sea.   The parking area is for 4 cars and it is not a sticker beach.  Cars are parking further into the marsh area.  The area was previously fenced, but has been removed.  Trudy Vermehren identified the RDA as a Negative 2; seconded by Lauren McKean; passed

4-0. 

Boehringer, 164 Cliff Rd., Map 24, Parcel 100, NOI, repair erosion on coastal beach .  Trudy Vermehren moved to continue to January 17, 2018; seconded by Deborah Freeman; passed 5-0.

MA Audubon Society, 291 State Hwy, Map 46, Parcel 16, NOI, Repair existing timber bulkhead, weir, ramps, deck and railings.  At the request of the applicant, Trudy Vermehren moved to continue to 01/17/18; seconded by Deborah Freeman; passed 4-0.

Trudy Vermehren moved to adjourn at 5:30 pm; seconded by John Cumbler; passed 5-0.
