Minutes of Meeting September 26, 2018

Present: Vice-Chair Janis Plaue; Michael Fisher, Rhonda Fowler, Robert Jackson, Elaine McIlroy, Geraldine Ramer, Thomas Siggia

Vice-chair Janis Plaue called the meeting to order at 9:00 a.m.  CPC welcomed new member Michel Fisher, representative from the Conservation Commission.  He introduced himself and everyone made introductions.

Minutes

Elaine McIlroy moved to approve the minutes of June 27, 2018.  Bob Jackson seconded, and the motion carried 5-0. 

Announcement

The Cape Development Partnership will be offering its Housing Institute again this year.  Elaine McIlroy plans to attend.

Needs Updates

Mary Rogers requested that representatives from each board or committee make sure that their Needs List was up to date, so that CPC will be able to schedule the Annual Needs Hearing before the end of the year.

Two Notices from Coalition

Committee members discussed the two messages from the Community Preservation Coalition.  One forecast a very low state match of 11.5 % for Fiscal Year 2020.  The other reviewed Cape Cod towns’ commitment to the Community Preservation Act.  Land Bank towns are able to withdraw from CPA in 2020 unless they still have outstanding debt.  Wellfleet’s Land Bank debt continues until the year 2022.

Projections for FY20 Funds

Town Accountant had prepared the estimated revenues worksheet for Fiscal Year 2020.  The state match is calculated at the suggested 11.5%.  The available funds report is expected in October.

Anticipated Projects

One application has been submitted already for a Housing Specialist. Elaine McIlroy discussed the need for a part-time Housing Specialist. Other possible applications include, a request from Cape Cod Village, additional Form B’s from the Historical Commission, Recreation’s plan for a pagoda at Baker’s Field, and something for shellfish under the category of Recreation. 

Event Reports

Historical Preservation Workshop, Thursday, September 13 -  Tom Siggia reported on the workshop which he, Michael Fisher and Mary Rogers had attended. 

Vice-chair Plaue and Mary Rogers had attended the Sea Babies dedication in honor of Liz Sorrell, Saturday, September 22.  Jan Plaue described the touching ceremony by Cindy Horgan of a Children’s Place.

Updates on Projects

Mary Rogers reviewed the project reports that had been submitted on Pond Hill School, the Historical Society Museum, the Cemetery Commission, and the Masons.  She said that the remaining money from the Gull Pond Landing project would be returned to the CPA Fund Balance.  Elaine McIlroy said that Old King’s Highway Habitat plan is now for four homes.  Engineering for the curb cut is underway on Durkee Lane.  The timeline for beginning the Habitat construction there is fall 2019.  Regarding Paine Hollow Rental Housing, Ted Malone’s attorney has been taken depositions from the neighbors. They are expecting resolution.  Ms. McIlroy said the Buy-Down and Down Payment programs are underway.  Brochures on the two programs were available. 

Next Meetings

The Committee planned the fall schedule which will deal with the new applications and funds available for Fiscal Year 2020.  The next meeting will be held on October 24, 2018.

Bob Jackson moved to adjourn.  Michael Fisher seconded, and the motion carried 7-0.
