Minutes of Meeting April 25, 2018

Wellfleet Town Hall Hearing Room

                                                                                                                      

Present: Chair Gary Sorkin, Rhonda Fowler, Robert Jackson, Elaine McIlroy, Janis Plaue, Geraldine Ramer

Regrets: Andrew Freeman, Thomas Siggia                                

Chair Gary Sorkin called the meeting to order at 9:05 a.m.

Minutes

Janis Plaue moved to approve the minutes of January 24, 2018.  Geraldine Ramer seconded, and the motion carried 5-0. 

Town Meeting Results

CPC members were pleased that all Community Preservation Articles had received affirmative references and passed at Annual Town Meeting.

Letters & Agreements for New Projects

Elaine McIlroy moved that all recipients of Community Preservation funds approved at Annual Town Meeting receive letters of congratulations and notification of agreements that will need to be in place by July 1, 2018.  Bob Jackson seconded, and the motion carried 5-0. 

Jan Plaue moved to prepare agreements for all the projects and get legal counsel for the agreements with outside organizations.  Elaine McIlroy seconded, and the motion carried 5-0. 

Renewal of Appointments

Jan Plaue and Geraldine Ramer plan to submit the applications to the Selectboard to be reappointed and continue as members of the Community Preservation Committee.  The Committee still needs a representative from the Conservation Commission.

One suggestion to improve the time commitment for CPC members was to change the application deadline to an earlier date.  The Committee discussed a departure from what has become the traditional November 15th deadline and how it could be advantageous for decision making.

Jan Plaue moved to change the application deadline to October 15th each year. 

Elaine McIlroy seconded, and the motion carried 5-0. 

The Committee decided upon a meeting date of October 31, 2018 for first review of next year’s project applications.

Procedurals for Billing

The Committee reviewed procedure that all bills, other than time-sensitive and confidential ones, should be submitted to the CPC Coordinator.

Rhonda Fowler moved that the CPC Coordinator could make a decision on submitting Administrative bills that are under $500.    Geraldine Ramer seconded, and the motion carried 6-0

Updates on Projects

Mary Rogers said that the Historic Preservation Restriction for Museum was expected to be fully executed as soon as this week.  This will allow the Historical Society to move forward with the restoration of the Historical Museum.   She said that the Habitat agreement for the Old King’s Highway property needs to be updated with current Selectboard.  Pond Hill School is approaching completion, she said.  Elaine McIlroy reported on the Gull Pond rental units. 

Coalition Notices on CPA Funding

CPC discussed the warning of a big drop of the state match in Community Housing funds.  Representative Sarah Peake has become a Co-Sponsor of the bill to maintain the Community Housing Trust Fund.

Selectboard Agendas

CPC members requested e-mail notices of upcoming Selectboard Agendas, something they had received in the past.  Mary Rogers will contact Radu Luca to get them on his distribution list for notifications. 

Next Meeting

The next meeting will be scheduled for June 27, 2018.
