Minutes of Meeting July 26, 2017

Vice-chair Janice Plaue called the meeting to order at 9:05 a.m.
Minutes of April 26, 2017
Elaine McIlroy moved to approve to minutes of April 26, 2017. Geraldine Ramer seconded, and the motion carried 6-0.
Discussion w Charlie Adams on Project Idea
Charlie Adams of Penrose Properties explained the Affordable and Workforce housing plan on Eastham Town-owned land. The Eastham CPC had suggested outreach to nearby towns for additional Community Preservation funds for the project. Mr. Adams detailed features of the plan, illustrating it with a PowerPoint presentation. The Eastham Zoning Board of Appeals has approved the project. Penrose Properties is pursuing state tax credits and funding. Sixty-five rental units are planned for the cluster development. It contains one and two bedroom units but is geared for families. Greens for passive and active recreation activities are included as well as a community center. Mr. Adams answered questions on preference and other incentives for Wellfleet residents, community center ideas
Coordinator’s Salary Request
Mary Rogers requested a raise as CPC Coordinator for Fiscal Year 2018. She said that she will be paid retroactively for her time since July 1, 2017 if the Committee approves her request.
Elaine McIlroy moved to approve Mary Rogers’ request from Community Preservation Administrative Funds for $28.50 per hour for up to 9 hours per week as Community Preservation Coordinator. Andrew Freeman seconded, and the motion carried 6-0.
Community Preservation Coalition News
CPC members discussed the letter from the Community Preservation Coalition regarding the projected cutbacks in state funding for the coming year. Money for next year’s projects should probably be allocated from known funds Wellfleet’s surcharge and Fund Balance.
Agenda for Next Meeting
Agenda for the September 20, 2017 meeting will include: Pond Hill School report, Paine Hollow Housing, Rte. 6 Housing Property, and Buy-Downs.

Andrew Freeman moved to adjourn. Bob Jackson seconded. The motion carried 5-0.
