Minutes of Meeting November 29, 2016
Wellfleet Town Hall Hearing Room

Vice-Chair Gary Sorkin called the meeting to order at 9:00 a.m.
Minutes
Elaine McIlroy moved to approve the minutes of October 28, 2016. Ed Simpson seconded, and the motion carried 5-0.
Best Use of CPA Money
Gary Sorkin noted that the Special Town Meeting passed the CPA Warrant Article unanimously. He reported on topics discussed at the Local Comprehensive Plan Committee’s visioning session. He suggested that large projects could be paid by bonding against CPA money. He said that CPA money could be held back for smaller projects in favor of a large project of great importance. This could happen at a future time, he said. Peter Hall said that bonding against CPA money still affects the bond rating of the Town. Bonding can be done only against Town money committed to CPA funding.
Gary Sorkin moved to identify a significant project for the Town and to explore bonding possibilities by meeting with the Town Administrator, Finance Committee and appropriate Town officials. Ed Simpson seconded the motion. The motion carried 6-0.
Finances Available for FY18 Projects
Mary Rogers reviewed the projected finances available for Fiscal Year 2018, which the Accountant had prepared for CPC.
New Applications – First Review
The remainder of Funding for Housing Rental Assistance request of $156,000 is $101,838. The Housing Authority needs to replenish the money available for rental assistance costs. Elaine McIlroy said the money could be given in segments. There was consensus to support the effort.
Governor Prence Residences is a request for a contribution of $100,000 towards an Eastham rental project with 44 Affordable units. Committee members discussed the merits of helping with the project that would offer housing to people who work in Wellfleet. The CDP will be invited to the December meeting to discuss the plan.
A representative from the Historical Commission will be invited to discuss their proposal for $25,000 for the Historic Plan and Form B’s.
The Cemetery Commission had requested $75,000 for continued cemetery preservation and restoration. Committee members discussed this effort and will invite the Cemetery Commissioners to attend the next meeting.
The proposal for the Town Hall Green requested $147,750 for plan to redo the Town Hall Green. The Committee examined the budget presented by the Arbor Committee. They will be invited to the December meeting to discuss the plan.
The Housing Trust Fund had applied for $250,000 to help with available money. This would rebuild the Trust Fund with money that could be used immediately without a Town Meeting vote, Elaine McIlroy said.
Existing Project Concerns
Signing of the Comprehensive Permit for Gull Pond Housing is expected to take place December 1, 2016.
Agenda for Next Meeting
The applicants will be invited to the December meeting to give 10 minute presentations and answer questions on their projects.
