Minutes of Meeting September 21, 2016
Wellfleet Town Hall Hearing Room
Present: Rhonda Fowler, Andrew Freeman, Robert Jackson, Elaine McIlroy, Geraldine Ramer, Thomas Siggia, Edward Simpson, Gary Sorkin

Vice-chair Gary Sorkin called the meeting to order at 9:00 a.m. and welcomed the new members, Rhonda Fowler from Recreation and Ed Simpson from the Conservation Commission.
Housing Request – Recommendation for Special Town Meeting
Gary Sorkin explained the Special Town Meeting Warrant Article which the CPC had approved at its previous meeting. Elaine McIlroy explained how the Rental Assistance program works. The Housing Authority currently serve 8 households, she said. The Committee discussed the existing Affordable Housing units in Wellfleet.
Andrew Freeman moved to recommend Special Town Meeting Warrant Article 2 for $57,000 for Housing Rental Assistance. Ed Simpson seconded. The motion carried 8-0.
Minutes
Bob Jackson moved to approve the minutes of June 15, 2016. Geraldine Ramer seconded, and the motion carried 6-0.
Needs Hearing
The Local Comprehensive Plan Committee has asked for a CPC review of their stated goals in the areas that match the Community Preservation needs list. The Committee will coordinate with the Local Comprehensive Plan Committee for a shared hearing to receive ideas from the public.
Deadline for Applications
The application deadline for Annual Town Meeting is November 15, 2016.
A number of applicants have expressed interest in submitting applications for next year. These include: a Phase 2 Cemetery request, more Form B’s from the Historical Commission, the second part of the Affordable Rental Assistance, and another Buy-Down program or other Housing project.
Project Concerns
Mary Rogers brought attention to a hiring situation for the Pond Hill School project that required no action on the part of CPC. She wanted to keep the Committee apprised of the situation in case anyone questioned them about the issue.
Recognition for Kathy Ross of Community Preservation Coalition
The Wellfleet CPC will send a letter of appreciation to Kathy Ross, who is leaving the Community Preservation Coalition. She was instrumental in organizing the Wellfleet committee in 2005 and has been of great help to us through the years.
Agenda for Next Meeting (Oct. 26)
The October 26, 2016 meeting will focus on the Needs List and LCPC matrix of goals in the same areas.
