Janet Drohan called the meeting to order at 7:25 p.m.

Variance Request

Jason Ellis presented, as requested in the letter June 15, 2018, a plan for eleven (11) variances requested by Rodney Avery to request to upgrade to a Title V Variance at 26 Silver Spring Road (Map 46, Parcel 4):

There are three wells in close proximity to the property, which has a two-bedroom dwelling and an existing cesspool.  The large number of variances reflect the proximity to the public water supply at the abutting trailer park.  The ground water flow is away from the abutter.  Health Agent Hillary Lemos discussed IAs that are sometimes required.  Gary Locke said the small size of the house makes it appropriate to allow a Title 5 system. 

Gary Locke moved to approve the J.C. Ellis Design plan dated 6/6/18 and grant the 11 variances requested in the letter of 6/15/18 for the upgrade of a septic system to serve a 2-bedroom structure subject to the following conditions:

  1. Design flow is to be limited to 228.6 GPD, to serve 2 bedrooms
  2. No increase in habitable area without a Board of Health review
  3. There is to be no conversion of use without Board of Health review. 
  4. The new well shall be connected and put in service under the benefit of proper plumbing and electrical permits, and well shall be tested and found potable, with results copied to the Health Department, prior to issuance of the Disposal Works Permit.
  5. Any restriction in design flow and all conditions shall be recorded against the deed for the property at the Registry in Barnstable, and proof of deed recording shall be submitted to the Health Department prior to the issuance of the Disposal Works Permit.

Nick Picariello seconded, and the motion carried 3-0. 

Other Business

The Board discussed water and ground water sampling protocol.

Licenses

Members signed the licenses in the license file.

Correspondence

Health Agent Hillary Lemos reviewed items in the Correspondence file, including a letter to the Live for Lou Relief Fund regarding their irrigation well and a letter to Pond Hill School regarding installation of their new septic system.  The Board discussed response to the rodent awareness letter that had been sent to a number of susceptible neighborhoods and the possibility of a Town-operated composting system as further rodent control.

The meeting was adjourned by consensus at 8:10 p.m.
