David Sadowski of Sadowski Engineering has returned to propose an alternative system called Perc-rite drip dispersal system. Rob Sarmenian representing Perc-Rite is present to discuss the proposed Fast System nitrogen reducing system and Perc-Rite disposal System. He explained it’s a time-dosed system, sent in small doses within in 24 hours into the ground. The flow is tracked in a GPM flow.

Mr. Sadowski will be seeking to continue.

  • Longo-48 Nauhaught Bluffs Road Map 21 /Parcel 16

Gina Longo was present to explain that the property was transferred from her parents to her in 2007, and wasn’t aware of any septic issues. She explained that because of the unique location and site restrictions, she was denied requests by nine different contractors. She requested the Board allow her to withdraw the need for an upgrade, or would like more time to apply for financing and seek an alternative way to access the property.

The Board reviewed the original plan from 2008. Locke suggested the Health Department working with Longo to find solutions, and to grant Longo an extension.

Motion to extend the timeframe for six months by Drohan. Seconded by Piciarello, and the motion carried, 5-0.   

  • Walters, Donald Trustee-15 Ring Road- Map 41/Parcel 103

Vera Shelton was present and explained that they have had five test sites drilled in an effort to find potable water. The sodium levels are still above the 2000 level, and the current well in use returned a 4,160-sodium level. She continued to explain that the family would like to place the house on the market, and would like guidance from the Board to find a way to have potable water.

The Board suggested that a variance could be requested for an “off-site” well. They suggested talking to installers, obtaining something in writing, and have a plan in place. Shelton will return to a meeting at a later date.

  • Papantonis-10 Crowell Road-Map 28/Parcel 143

David Lajoie of FELCO Engineering presented, as requested in the letter of December 19, 2017, for plan 17052, dated December 11, 2017, (5) five variances for a septic upgrade for an existing dwelling/office building owned by Richard Papantonis, Assessors Map #28, Parcel #143:

  1. 41’ from well (locus) to leach area-310 CMR 15.211
  2. 15’ from well (Parcel 141) to leach area
  3. 4’ from leach area to property line (Parcel 142)
  4. 4’ from leach area to property line (Parcel 141)
  5. 1’ from leach area to cellar wall (locus)

Gary Locke moved to approve FELCO Engineering Plan #17052, and grant the (5) five variances, as requested in the letter of December 19, 2017, for the upgrade or (construction) of a septic system to serve a three-bedroom structure, a grandfathered, non-conforming building (with respect to the nitrogen loading limitation)* (For I/A Technology using Advantix AX 20 Denitrification Technology under the under the Provisional approval category with floor plans to be used by the Health Agent. (For new construction) with floor plans to be reviewed by the health agent with the following conditions:

1. Design flow is to be limited to 352 GPD, to serve (3) three bedrooms,

1.a) A variance has been granted to allow a reduction in the size of the leach area. Any functional or hydraulic failure will necessitate upgrade to Title 5 Code LTAR soil absorptions system calculated to at least 75% of the design flow.

2.   No increase in habitable area without Board of Health review,

  1. There is to be no conversion of use without Board of Health review, 
  2. The well water shall be tested and found potable, with results copied to the Health Department, prior to issuance of the Disposal Works Permit.
  3. Any restriction in design flow and all conditions shall be recorded against the deed for the property at the Registry in Barnstable, and proof of deed recording shall be submitted to the Health Department prior to the issuance of the Disposal Works Permit.
  4. A copy of a 3-year operation and maintenance contract with a certified wastewater operator shall be submitted to the Health Department prior to issuance of the Disposal Works Permit. The system is to be equipped with a modem and auto dialer programmed to automatically call the maintenance company if alarm conditions occur. Monitoring shall be quarterly for effluent for the following parameters: temperature, pH, nitrate, ammonia, BOD, TSS, Total Nitrogen and TKN. The influent shall be sampled for these parameters biannually. The schedule for monitoring shall be quarterly for the first 2 years of operation, semi-annually for the next 2 years, and 1 sample annually from then on. If sampling data results exceed maximum effluent discharge limits, a system modification will be required. The Board of Health will evaluate limits that are exceeded twice in a year’s time. Upon transfer of deed this schedule shall be restarted. All results copied to the Health Department and the Barnstable County Department of Health and the Environment, with data provided in what format is acceptable to those agents. Any other sampling per DEP approval.
  5. 3. d) Bi-annual pump out of the existing 1000-gallon septic tank is required, with log of septage disposal copied to the Health Department.

Seconded by Drohan. The motion carried 5-0.

Gerry Parent submitted an animal permit for 2018 to increase the alpaca herd by two, and remove the ten pigs. Parent explained that there has been well-testing performed recently.

Locke motioned to approve the increase in number of alpacas. Seconded by Granlund, and the motion carried, 5-0

  1. Licenses-Licenses were signed by the Board members and on file with the Health and Conservation Department.
